Himayat failed to make J&K youth employable, reveals CAG report | ‘Against target to train 53,547 youth, only 4,494 were given training; 732 were placed’ | | Early Times Report
Jammu, Jan 24: The report prepared by Comptroller and Auditor General (CAG) has revealed loopholes in the implementation of Himayat scheme in Jammu & Kashmir and has stated that the mission only imparted training to 4494 youth in three and out of those only 732 were placed in different companies. The Himayat scheme was introduced in J&K to make youth employable but, according to the CAG report, the mission failed to deliver. The CAG report has also pointed out that Rs 314.01 crore sanctioned under Himayat scheme remained unutilized and Rs 23 crore were temporarily embezzled. The auditors pointed out that the government should probe how such a huge amount was given to three programme implementation agencies. “This money was recovered from these firms but how come so much money was misappropriated.” “Audit noticed (May 2019) that the State Perspective Implementation Plan (SPIP) covering a period of seven years was not prepared and instead the Mission submitted (July 2016) a three -year plan for the first phase for the period from 2016 to 2019, followed by another three year plan in February 2019, for the period from 2019 to 2022. The plans were also submitted without identification of trades to be covered under the programme,” the CAG report stated. The PIAs were given a time schedule to start working but there was delay of delay of 9 days to 169 days. “Himayat Mission Management had set a target of providing skill to 9200 youth in 2016 and 2017 but not a single person was provided the training. In 2017-2018, 18352 youth had to be provided training but only 123 were trained. In 2018-19, 25000 were to be trained but only 4000 were trained. Only 732 were placed in different companies,” the report stated. According to the report, against a target of 53,547 youth to be trained, only 4,494 youth (8 per cent) were trained, during the period from 2016-17 to 2018-19. In its report on implementation of the Prime Minister’s Development Package (PMDP), the CAG has said the Jammu & Kashmir State Rural Livelihood Himayat Management Mission (JKSRLM), prepared the three years plan for 2016-19 and 2019-22 without any baseline survey and analysis to map the skill gap. When the auditors asked the J&K Government why the trained youth were not placed, the administration replied that there are no resources of employment in J&K. The report also stated that against 340 sanctioned posts in the implementing unit, there was a shortfall of 63 per cent of posts at the apex level and 100 per cent shortfall at district and block levels. |
