PHE Deptt must scrutinize documents before regularizing need base workers

JAMMU, Mar 6: The Public Health Engineering (PHE) department these days is facing protest by its need base workers who want to be engaged as permanent employees but the officers and head of the department must go through objectively.
The Jammu and Kashmir Government had banned the employment of daily wage workers but it allowed head of the few departments to engage people as need base workers as per the requirement. But these need base workers were to be engaged only either by Minister or Chief Engineers.
The PHE department also engaged such people but many of them were engaged by Executive Engineers and even Assistant Executive Engineers in many districts and divisions.
Before taking steps to regularize these workers, the PHE Minister, Commissioner Secretary and Chief Engineers must take into account as to who employed them. Whether they have the written order either by Minister or Chief Engineer or not, must be taken into consideration before taking any major step.
All the documents must be scrutinized as thousands of such people were engaged by some vested interests in many divisions without getting the approval from the higher authorities.
Now, when the PHE department was considering regularizing them, fair work must be applied so that only genuine cases are regularized.
As the model code of conduct has been put in place after general elections were announced by the Election Commission of India, the PHE department will have to wait till it is lifted. Till then Government must scrutinize all documents and only regularize genuine people.
