Mess in SW Department, 9.28 crore paid to unaccredited computer centers | | | Mustansir SRINAGAR, Mar 6: In non-observance of prescribed procedure and violation of provisions of the scheme, the J&K Social Welfare Department has released Rs, 9.24 crore as post matric scholarship to ST students for unrecognized courses and to unaccredited computer centers and has paid excess payment of scholarship to the tune of Rs. 25.34 lakh directly to the private computer institutions/centers in contravention to the guidelines of the scheme. The Comptroller and Auditor General (CAG) report tabled in the J&K Legislature recently said that the scheme envisages payment of scholarship for undergoing recognized post-matriculation or post-secondary courses in recognized educational institutions. However, the report reveals that the scholarship had been sanctioned in favour of 2046 students during the period 2008-12 for undergoing computer courses like Diploma in Software Management, Diploma in Computer Application, Certificate Course in Computer Application and Diploma in Information Technology from 20 computer institutions/centers which are not authorized for undertaking these courses resulting in irregular payment of Rs. 4.26 crore. The CAG report also reveals that Director Tribal Affairs had received 44,453 applications from ST students during the period 2008-12 under the scheme against which the scholarship had been sanctioned in favour of 37322 students only leaving 7131 students uncovered. It further said that scholarship of Rs. 4.98 crore was sanctioned during the period 2008-12 in favour of 2342 students who had pursued computer courses viz Computer Hardware Management, O-Level Hardware Courses, O A & B Level Software courses in private computer institutions without being registered with NIELIT. The fact of non-registration of these students with NIELIT had been overlooked by the department before sanctioning the scholarship which resulted in un-authorized payment of Rs. 4.98 crore. The report said the Director Tribal Affairs attributed the lapse to inadequate manpower and assured that no payment would be made without proper scrutiny of applications in future. |
