CAG points out mgmts of some religious places also beneficiares

SRINAGAR, Mar 5: Even as the instances of government land having been encroached under Roshni scheme in the state are galore, some cases have been pointed out wherein places of worship have come up over the last few years, with concerned Revenue authorities clueless about the same. It has been pointed out that some management committees have got the state land transferred to their own 'Trusts' under the so-called Roshni scheme for peanuts.
Comptroller and Auditor General of India has observed in its latest report on Jammu and Kashmir's Revenue Department that even the religious places had been raised on the grabbed State lands in violation of all rules and norms.
The CAG report has revealed that the audit exercise remained restricted to only six of the 20 districts---10 each in Kashmir and Jammu districts---as the Commissioner-Secretary Revenue [Vinod Kaul] did not pay any attention to over a dozen communication when he was repeatedly requested to provide details and documents related to the Roshni.
Informed sources revealed to Early Times that the Principal Accountant General S.C. Pandey submitted written requests to Chief Secretary Mohammad Iqbal Khanday and Chief Minister's Principal Secretary Bharat Bhushan Vyas, after Commissioner-Secretary Revenue Vinod Kaul and Financial Commissioner of Revenue, Arun Kumar, failed to provide necessary details and documents to the PAG. However, neither of them provided any intervention or relief.
It has been noticed in the CAG report that huge chunks of the grabbed State land have been transferred to Kashmir Chamber of Commerce under the Roshni Act. Other beneficiaries included Idara Auqaf Gausiya, Ahmadiya Masjid near the old office of Director General of Police in Srinagar, Shivaji Mandir Solina Srinagar besides the Congress-owned Khidmat Trust and the National Conference-controlled Nawa-e-Subh Trust. Hemis Gupma, a much revered religious centre of the Buddhists, has also been shown to have come up on the grabbed State land.
