10 MLAs from Assembly, 5 members from LC to form Joint panel | Temple bill stands stalled.....but formal steps in a week | | ET Report JAMMU, Mar 6: Even as it is abundantly clear that the coalition Government has put the Hindu Temples Bill in cold storage, the formality of referring it to the Joint Select Committee shall be followed with mandatorty steps within a week's time. Speaker Legislative Assembly Mubarak Gul will nominate 10 members from the Assembly whereas the Chairman Legislative Council would name five members from the upper House to constitute the Joint panel as announced two days back in the House. However, it is a foregone conclusion that the Bill stands stalled for the incumbent Government and shall see any movement only after installation of next Government. Sources said even though the Government, mainly Congress is in no urgency on having the Joint Select Committee constituted, in order to give an impression of things not getting stagnant, they will follow the steps of setting up the committee which would further discuss the course of changes, amendments etc required to be incorporated in the bill. Sources said as per the procedural requirements, the Speaker would announce nomination of atleast 10 MLAs afresh from the Assembly, belonging to different political parties to become the members of the Joint panel. The list would be sent to Chairman Upper House who , in the next step would choose five members from the Council to become the members of the Joint Committee. After having 15 members on board, the list would be referred to concerned Minister (in this case Law Minister himself who happens to be chairman of the earlier panel), said the sources adding that the Law and Parliamentary Affairs Department would formally announce the setting up of panel before it starts or convenes any meeting . While these are only mandatory steps which are likely to be taken within a week's time, sources said that this doesn't necessarily mean that any worthwhile business would happen with respect to giving any boost for early prospects of passage of the bill by next session to be held in Srinagar. Sources in the Government confirmed that Government is in no mood nor do they intend to have urgency in having this Bill for political reasons which is why it stands stalled for all practical purposes atleast until the next Government is formed by the end of this year. |
