Rs 5831.27 Cr savings in 44 cases not surrendered by spending deptts | Planning and Dev department on top of defaulter list | | Bivek Mathur JAMMU, Mar 6: Depriving other needy sectors of the developmental benefits, the savings accumulated to the tune of Rs. 5831.27 Crore in 44 cases at the end of the year 2012-13 were not surrendered to the Finance Department in utter violation of State's budget manual, said the Comptroller and Auditor General of India's (CAGs) report. As per the State Budget Manual, the spending departments are required to surrender the grants/appropriations or portion thereof to the Finance Department as and when the savings are anticipated. The CAG report said that at the close of the year 2012-13, there were, however, 27 grants and three appropriations in which savings occurred but no part of which had been surrendered by the concerned departments. The savings in these cases was of the order of Rs. 5831.27 crore which includes Rs. 5829.35 crore in 42 cases (involving 27 grants and two appropriations) where savings involved were Rs. one crore and above and owing to this non-surrendering of funds (savings) to the Government, other needy sectors were deprived of developmental benefits. Again, against the total savings of Rs. 5831.27 crore, savings of Rs. 5454.18 crore (94 per cent) occurred in 21 cases relating to 17 grants and in the table highest accumulated savings which were not transferred to the Finance Department surfaced in the Planning and Development Department i.e. Rs. 2480.66 Crore. The detail in case of the Department of Planning given in the report reads that an amount of Rs. 1578.82 crore was given to the department as original grant following which a supplementary of Rs 1158.43 crore was added making the total amount of Rs 2737.25 crore of which the department has made an actual expenditure of just 256.59 crore leaving Rs. 2480.66 left as savings which it has to sent back to the Finance Department but it did not. Of the total Rs. 19538.03 crore's original grant given to 21 cases with added supplementary amount of Rs. 1545.06 crore and a total amount of Rs 21083.09 crore of which the actual expenditure was Rs. 15628.91 crore and Rs. 5425.18 crore was savings which were not transferred and were kept unused. |
