Growing demand for setting up medical colleges at district levels in J&K
First deserve then desire

Jammu, Aug 9: If the poll manifesto is a guide to the party's planning in future the BJP is committed to increase the number of medical and para-medical colleges to make India self-sufficient in human resources. It is also committed to set up an AIIMS like institute in every state. It is really an ambitious project which may seem to be a bit difficult to achieve.
Instead of planning to set up AIIMS type institutes in every state it would have been better for the BJP led NDA Government to prepare a scheme under which each district in the country had a medical college. In fact this scheme had been formulated by the Congress led UPA Government in 2011 but till the party was in power no headway had been achieved. Except that the former Union Health Minister had announced sanctioning of a number of medical colleges for many states.
Interestingly Azad had announced sanctioning of four medical colleges for Jammu and Kashmir which has already two medical colleges and Institute of Medical Sciences. Even after Azad's announcement number of ruling coalition and opposition PDP members in the state Assembly made a determined bid for securing medical colleges in their areas. And during the budget session of the Assembly the House had witnessed ruckus and noisy scenes after the opposition and ruling National Conference legislators joined hands to demand medical college for their respective areas.
The Assembly adopted a resolution, seeking eight more new medical colleges in the State.
The issue was raised during Zero Hour by PDP MLA Choudhary Zulfikar Ali, who demanded medical college for Pirpanjal. While intervening Speaker Mubarak Gul informed the House that he has received letters from NC members, who have demanded medical college in Rajouri-Poonch and Kupwara, while PDP has demanded medical colleges in Rajouri-Poonch, Kupwara, Bandipora and Udhampur and Congress MLA from Inderwal constituency Ghulam Mohammad Saroori has demanded passage of a resolution thanking Union Health Minister Ghulam Nabi Azad or announcing four medical colleges and cancer hospitals to the State. Saroori has also demanded medical colleges in Kishtwar, Uri and Budhal.
There are 22 districts in Jammu and Kashmir and if the BJP led NDA Government decides to set up one medical college in each district in India it would mean 22 medical colleges in the state. As far as building the infrastructure in terms of the buildings, laboratories, equipments, instruments is concerned the Government has to simply invest money. Once the infrastructure is ready its needs trained doctors, para-medical staff, laboratory Assistants and those who can handle X-rays, scans and other sophisticated diagnostic equipments. This man power cannot be available in the country, especially in Jammu and Kashmir.
As of now medical colleges are concentrated in only 193 districts of the country that have 640 medical colleges among them. The rest 447 districts do not have any medical college. Against 335 colleges, there are about 319 Auxiliary Nurses and Midwives (ANM) training schools, 49 health and family welfare training schools and only 34 LHV (Lady Health Visitor) schools. The present doctor patient ratio 0.6 per 1000 while the ratio of health workers (including midwives, nurses etc) is 2.5 per 1000.
If the doctor-patient ratio or midwives, nurses-patient ratio is so large the ratio may further jump to an alarming level in case more medical colleges are opened. The only alternative is to upgrade and strengthen the training programme in the existing colleges so that the Government has a surplus number of doctors, nurses, midwives, lab assistants and others technicians who could be absorbed in new medical colleges.
If you have a medical college for Lolab or for Kishtwar or for Kupwara, Uri and Budhal where from these colleges will enroll students for MBBS courses? And if the number of medical colleges keep on increasing there may be a demand for son or woman of the soil when the admission is open for MBBS courses. It my give rise to new sub-regional friction and conflict. And the Government should bank on first deserve then desire philosophy.
