Higher Edu Deptt shielding Principal GGM Science College, SVO GCW Parade | RDA not initiated against NK Resutra, VO fails to file report against Hemla Aggarwal | | Akshay Azad Jammu, Aug 9: The department of Higher Education is allegedly shielding Principal GGM Science College NK Resutra, while the State Vigilance Organization has been dissuading action against Principal Government College for Women Parade, Hemla Aggarwal, both of whom were accused in embezzlements of funds during their previous postings. After the lapse of two months, the Higher Education department has failed to initiate departmental action against NK Resutra the then Principal Degree College Rajouri, while State Vigilance Organization has failed to file report against Hemla Aggarwal, the then Principal SPMR Commerce College Jammu. According to letter forwarded by Bashir Ahmad Dar, Special Secretary to Government General Administration Department (GAD), number GAD (Vig) 01-RDA/2014, dated June 10, 2014, the GAD has sought reply from Director Vigilance Organization, Srinagar for delay in taking action against Prof. Hemla Aggarwal, the then Principal Commerce College Jammu. In the letter, which is in possession of Early Times, it has been maintained that according to communication of Director Vigilance Organization Srinagar No. SVO/Veri-PRK-05/2010-5339-41 dated April 2, 2014 which was received by GAD and accordingly vide OM dated May, 20, 2014, the Higher Education department was requested to initiate Regular Departmental Action (RDA) against NK Resutra, but according to reliable sources no action has been initiated by Higher Education department. Moreover, in the letter of GAD, it was further mentioned that according to letter number SVO-Veri-PR-5/2010-1973 dated 7/2/2014, regarding action by Vigilance Organization against Prof. Hemla Aggarwal then Principal Commerce College Jammu, but the report in respect of Prof. Hemla Aggarwal was still awaited, which might be expedited at the earliest. "The matter be treated as Most Urgent", the letter concluded. Sources in Higher Education department alleged that the department was headed by Mohammad Akbar Lone who was shielding NK Resutra but the GAD, which was under direct control of Chief Minister Omar Abdullah, sought action against the college Principals involved in such cases. They further alleged that Vigilance Organization was shielding Prof. Hemla Aggarwal on instructions of Higher Education Minister Mohammad Akbar Lone. The Double Bench of Jammu and Kashmir High Court chaired by Chief Justice MM Kumar and Tashi Rabastun, in its judgment of July 12, 2014 had observed that in both cases including Prof. Hemla Aggarwal and NK Resutra, there was unnecessary delay, which appeared to be deliberate act. "Is there any hidden hand, who wishes to shield these officers or there are justifiable reasons for the delay of 2/3 years in finalizing the reply to show cause notice. In any case, we direct that the action be taken on the show cause notice issued to both the officers and the status report be filed before the next date of hearing", the judgment read. |
