Transfer industry ruling roost in Higher Education Deptt | Flouting transfer policy, 51 out of 100 English lecturers overstaying in city colleges for yrs | | Akshay Azad JAMMU, Sept 3: The Jammu and Kashmir Higher Education Department is alleged to be fast turning into a hub of corruption, where postings in city colleges are allegedly on sale and transfer industry is growing with each passing day, which is evident from the fact that 51 out of 100 college lecturers of English subject have been overstaying in city colleges for years, in total violation of the transfer policy of State Government. Out of these 51 influential college lecturers of English subject, two have been overstaying for the last more than 18 years, 15 for 10 to 17 years and nine have been overstaying for nine years and remaining for the period ranging from four to nine years. Due to the overstaying of these influential college lecturers in city colleges, the lecturers, who are not enjoying any political patronage or are not economically sound, have been overstaying in peripheries for years, again in violation of transfer policy, which made it compulsory for every gazetted employee to get transferred from city to rural areas after serving for three years and transfer from rural to city after stay of two years. According to the list furnished by Higher Education department in reply to an RTI application, the first in the list of college lecturers of English is Vandana Khajuria, who has been overstaying in Jammu city colleges for last 19 years that is since 1995. "From 10/1995 to 11/2009 she was in GCW Gandhi Nagar, followed by her posting in GGM Science College till April 2013 and again to GCW Gandhi Nagar till date", the reply read as besides Neelam Mohan is overstaying in WC Parade since last 18 years that is since 10/1996. Archana Koul has been overstaying in Jammu city for the last 17 years, since year 1997. She was in GCW Gandhi Nagar from 5/1997 to 3/2013 and for one month from 3/2013 to 4/2013, she was transferred to GDC Udhampur but retained posting at SPMR college Jammu in April 2013. Geetanjali Multani has been overstaying in GCW Gandhi Nagar for the last 16 years (since 8/1998), followed by Anjali Mahajan overstaying in Jammu city since last 14 years. Anjali Mahajan had been serving in MAM College from 2/2000 to 10/2009 and instead of transfer to some rural area, she retained posting at Commerce College in 10/2009 and is there till yet. Ritu Mangotra, Ashu Vashist, Seema Gandotra and Seema Malpotra have been overstaying in Jammu city for the last more than 14 years. Ritu Mangotra remained posted in COE Jammu office from 8/2000 to 7/2011 and was transferred to GCW Udhampur, but surprisingly she remained there only for four months and returned to COE office Jammu and remained there from 11/11 to 4/2013 and again transferred to GCW Gandhi Nagar. Astonishingly, the transfer orders are modified and these college lecturers, all from affluent families, have been retaining their posting, in total violation of transfer policy and the officials of Department of Higher Education are reportedly felicitating this transfer industry. Moreover, Ashu Vashisht stayed in GCW Parade from 9/2000 to 8/2012 and for 10 months from 8/2012 to 6/2013 she had a brief stay in GDC Kathua but returned to GCW Gandhi Nagar in 6/2013. Seema Gandotra served at MAM College from 9/2000 to 5/2010 and transferred to GGM Science College from 5/2010 and since then she is still there while Seema Malpotra had overstayed at MAM (Evening) from 9/2000 to 8/2011 and since then she is at GGM Science College Jammu. The list is long and the remaining lecturers who are staying in city in violation of transfer policy are Suman Fotedar (GCW Gandhi Nagar since 1/2008), Manisha Jitender who remained at GCW Gandhi Nagar from 1992 to 2005 (13 years) was transferred to GDC Samba in 2005, the RTI reply stated. Anita Sharma at MAM College Jammu (overstay 5 years), Seema Mir, GCW Gandhi Nagar ( 5 years), Ramneek Kour at GCW Parade and GGM Science College (6 years), Diskit Angmoo at GCW Parade (13 years), Twinkle Suri SPMR college and MAM College (9 years), Nalni Pathania MAM College (4 years), Renu Angurana GCW Gandhi Nagar (11 years), Shashi Prabha COE Jammu (9 years), ReenaSalaria GGM Science College (9 years), Samriti Manchanda GCW Gandhinagar (from 2005 to 2013 and for a brief nine months she remained in RS Pura but returned to GCW Parade in 12/2013). Aditi Khajuria GCW Gandhi Nagar and GGM Science College (13 years), Anju Bala GCW Parade from 2005 to 2013 and when transferred to GDC RS Pura in 12/2013, she is shown as FIP. Jatinder Kour GCW Gandhi Nagar (5 years), Neeraj Sharma MAM College, GCW Gandhi Nagar, GGM Science college (11 years), Seema Rani Manhas GGM Science College 11/2005 to 3/2013 and for a brief nine months, she was in GCW Udhampur but in 12/2013 she returned to GGM Science College. Shafqat Jahangir, SPMR college (4 years), Anita Kumari GGM Science College, SPMR college (9 years), Shalini Sharma MAM College (5 years), Sunila Gupta GCW Parade from 2001 to 2012 and for five months from 8/2012 to 4/2013 she was at GDC Kathua but returned to GCW Gandhi Nagar in 4/2013. Seema Arora remained at GGM Science college from 2001 to 2012 and for five months she was at GDC Udhampur and for 10 months at GDC RS Pura and now is at GCW Gandhi Nagar. Deepa Matoo GGM Science College and MAM College (8 years), Banpreet Kour SPMR College and MAM College (9 years), Gurdeep Kour Raina GGM Science College (6 years), Sarabpreet Kour MAM College and SPMR college ( 11 years) and now at MAM College apart from brief stay of 9 months at GDC Akhnoor. Rashmi Arya GCW parade, SPMR college (5 years), Yasmeen MAM College and GGM Science college (5 years), Bandhna Bakshi GCW Parade (7 years) apart from brief stay at GCW Udhampur and GGM Science College Jammu. Shivani Kotwal SPMR and GCW Parade ( 5 years), Ashu Manhaas GCW Parade and SPMR college (5 years along with brief stay of 2 months at GCW Udhampur, Manika Thappa GCW Parade (4 years), Chetna Gupta GCW Parade and GGM Science College (5 years) and Jyoti Dutt GCW Gandhi Nagar and MAM College (5 years overstay). |
