J&K Govt fails to discipline BRO, 5 critical road links still incomplete | PMRP set to complete 10 years in J&K | | Mughal road puzzle continues Syed Junaid Hashmi JAMMU, Sept 3: With state government maintaining a criminal silence over extremely slow pace of work, Border Roads Organisation (BRO) is yet to complete 5 critical roads being constructed by them in Jammu and Kashmir under centrally sponsored Prime Minister's Reconstruction Programme (PMRP). Central Government had sanctioned 12 road projects for Jammu and Kashmir under centrally sponsored Rs.36439.32 crore Prime Minister's Reconstruction Programme (PMRP) in the year 2004. Of these 12 roads, 7 were awarded to Border Roads Organisation (BRO) for construction under central sector. 3 roads were awarded under state sector to Jammu and Kashmir government. Of the three roads awarded to Jammu and Kashmir government under state sector, two have been completed while the third road stands completed physically but has not been officially declared as open. Mughal road which is the third road has been completed physically and is being used by public but with Hindustan Construction Corporation (HCC) refusing to call the construction as complete, the status of the road has been declared as still under construction. Ministry of External Affairs has taken up the issue of construction of two vital road links with Pakistan and China with the heads of respective countries. With Pakistan, Ministry of External Affairs is discussing the possibility of opening up Kargil-Skardu road link for starting a regular bus service between the two sides. To facilitate pilgrims in visiting holy Mansarover Lake, India has taken up the issue of opening-up Ladakh-Mansarover road link. Both Pakistan and China are yet to respond to the request from the Ministry of External Affairs. Border Roads Organisation (BRO) had been assigned seven critical road projects. These included widening of Domel-Katra road, Batote-Kishtwar road, Upgrading Srinagar-Uri and Uri-Line of Control (LOC) road, Double Lanning of Srinagar-Leh road via Kargil, Nimu-Padam-Darcha road, Zojila Tunnel and checking feasibility of Kibar-Korzok road. Of these vital seven road links, BRO has managed to complete just two. These include widening of Domel-Katra road which it started in January 2005 and completed in December 2010 i.e. 5 years after the project was awarded to it. Besides this, BRO managed to complete the task of checking feasibility of Kibar-Korzok road. Apart from these two assignments, BRO failed miserably in completing the road projects assigned to it for one reason or the other. BRO had been assigned the task of widening Batote-Kishtwar road in May 2002. 12 years have passed and the BRO has managed to just complete 63.99 percent of the allotted work on papers while on ground, the road from Batote to Kishtwar continues to be risk prone and dangerous. The project was sanctioned with initial cost of Rs.463 crore and now, according to the revised estimates, the cost has gone up and currently stands at around Rs.924.12 crore. BRO has stated that the delay in completing the project within scheduled time was because of the hiccups in the transfer of forest/ private land and security scenario of the state. BRO has reasoned difficulty in the shifting of a religious structure by state authorities for having been unable to complete Srinagar-Uri road widening on time. The road is now slated to be completed by December 2015. Uri-LOC road is now likely to be completed by March 2015. It was slated to be completed in December 2011 and is already 4 year late. 3 major and one minor bridge are likely to be completed by March, 2015. |
