Are there 160 or 170 or 200 militants waiting on launch pads across border in J&K?

Jammu, Jan 17 : Which report is correct ? Which assessment is based on facts ?Are there 160 to 170 terrorists waiting on the launch pads across the border for sneaking into Jammu and Kashmir,as had been claimed by the Army authorities towards the end of December,or there are 200 militants in 36 war room in as many launch pads to engineer terror attacks in the state,as claimed by the Army authorities on Thursday ?
These are the questions that continue to baffle those watching the security situation in Jammu and Kashmir.Yes one cannot dispute the fact that agencies across the border,both state and non-state actors,fuel violence during the time some dignitary is on a visit to India.It is in this context that Lt Gen KH Singh, General Officer Commanding (GoC) of the Nagrota-based 16 Corps, said the Indian Army had inputs that Pakistani terrorists might carry out Peshawar-like terror attacks on soft targets such as schools, places of worship, civilian areas and convoys where the security forces were not present in the militancy-hit J&K.
Lt Gen Singh said Pakistan had set up 36 war rooms in as many launch pads to engineer terror attacks. "I will call them modules - an amalgam of Pakistan Army's Special Forces, SSG, local formation commanders and terror groups - which are being led by the ISI. They may try and carry out attacks on soft targets. They may try to enter the state via the Nepal route," he said.
Lt. Gen.Singh may prove correct because of the scheduled visit of US President,Barack Obama,to India where he will be the chief guest on the Republic Day celebrations on January 26.But what one wishes to ask Lt. Gen. Singh whether there are 160 or 200 or 170 militants waiting on the launch pads across the border ? Has the number of militants simply increased from 170 to 200 thereby indicating that during the last 16 days only 30 to 40 militants were added to those already waiting on the launch pads across the border ?
Can one know from Lt. Gen.Singh what specific gadgets or equipment the Army were using to determine the number of militants waiting for crossing into Jammu and Kashmir ?There should be some equipment or gadgets which could help the Army in counting the heads of militants.If it is so it means that militants waiting on the launch pads are within the range of the binoculars handled by the Indian soldiers.Or it can also mean that the Army has a strong intelligence network that provides specific inputs about the number of militants either on the launch pads across the border or operating within Jammu and Kashmir.
On various occasions police and Army differ as far as reports about militants waiting to cross into Jammu and Kashmir are concerned.The two agencies differ as far as the number of militants who had infiltrated into Jammu and Kashmir during a particular period of the year.But the state and the central Governments invariably bank on the Army reports on such issues because the Army and not the police are deployed on the LOC and on the IB.
By claiming there were 160 to 170 militants or 200 militants waiting on the launch pads across the border the Army authorities want exact figures on the number of militants to be dished out.In case the Army reveals that there are 200 to 300 militants waiting for infiltrating into Jammu and Kashmir one could treat it as a mere guess work.Hence the Army authorities do not believe in probabilities.It believes in exactness.It is something different if by being exact such reports,at times,look ludicrous because for many such reports are upalatable because gadgets and equipments are yet to be manufactured which could give exact number of militants waiting across the border in an enemy country.
Anyway,whatever may be the validity behind the Army claims one thing is definite the menace of Pakistan sponsored insurgency is yet to find a burial in Jammu and Kashmir.And the latest sign of it is in the shape of repeated ceasefire violations having been committed by the Pakistani troops and the Rangers on the LOC and on the IB iN Jammu and Kashmir.
