Early Times Report

Jammu, Jan 21: People's Action & Public Accountability (PAPA) alleged recent floods in valley have created fear among residents but on the other hand unveiled the outgoing state government's patronized corrupt faces of concerned administrative wings responsible for an ugly outcome.
According to press release, PAPA said on the basis of report submitted by its team who recently visited Srinagar turned into a garbage bin because of unplanned and unorganized sanitation system run by non-professional civic heads who have been publicizing their flower vase management of one particular street as the biggest achievement and taking the credit for the work which has never happened on ground.
"One such non-professional is GN Qasba the present commissioner of Srinagar Municipal Corporation who was posted by the outgoing corrupt state regime in spite of knowing his expertise and indicted verdict of State Accountability Commission in a corruption case during recent past," PAPA alleged and adding though he is one of those culprits who have managed stay orders against the SAC's orders from the state High Court but even then was blessed enough by the said regime while giving this sensitive posting, it added.
In absence of any sanitation and waste management policy or action on ground, residents of old Srinagar city and other localities were found crying, noted by the PAPA's team during visited. Havoc like situation was found emerged because of the unplanned and unorganized constructions all over and the civic bodies have issued numberless permissions violating even basic norms and rules for construction in the municipality limits of Srinagar city, it added. Hyderpora's awakened residents found shocking over the mushroom growth of structures which have been allowed to be constructed keeping aside all rules and criteria, it further added.
Stating more, PAPA team members irritably noted that Srinagar is going to covert as city of stray dogs where a common man feels alarmed while going alone. Such a situation is of course result of inadequate handling of Municipal Corporation and mismanagement of waste, team PAPA observed. Even city hospitals and other main areas were found full with human excreta and heaps of garbage for which Srinagar Municipal Corporation is directly responsible, it further observed. Similarly, drainage system and absence of needed maintenance was found one of the missing factors for increasing the scale of recent floods in Kashmir, it added.
No doubt the new popular government is expected shortly in the state but an immediate shifting of tainted commissioner of Srinagar Municipal Corporation is eminent, PAPA observed. We once again humbly appeal to the honorable Governor for a decisive and lesson able end of corrupt practice established all around particularly the sensitive places like J&K state Board of School Education and the Srinagar city, it concluded.
