SVC lays emphasis on time bound completion of enquiries

JAMMU, Feb 11: In its first meeting of a series of meetings regarding enquiries/complaints pending disposal in different departments, scheduled to be held as per the Commission's Calendar already issued in this regard, the State Vigilance Commission today convened a meeting in which enquiries / complaints pertaining to the Revenue Department were discussed.
In the Revenue Department there are highest number of enquires/complaints pending disposal as was pointed out by the Secretary State Vigilance Commission in his welcome address.
The Dy. Director Prosecution presented out the duties and responsibilities of the CVOs, DVOs, as provided under the State Vigilance Commission Act & Rules which was followed by a detailed practical procedure to be adopted by the CVOs, DVOs and District VOs while conducting enquires particularly in respect of complaints regarding execution of works, attestation of mutations, disproportionate assets, illegal appointments, fake DOBs, category certificates, qualification certificates, PRCs etc.
The Director Vigilance Organization informed the Commission that certain difficulties are faced by his officers while getting the records from various departments which results in avoidable delay in concluding the investigations.
It was made clear during the meeting that the services of CVOs, DVOs and District VOs have been safeguarded under the SVC Act & Rules however, it has been stressed upon them that their role has to be proactive and not just a mere formality.
The Commissioner Secretary to Govt. Revenue Department informed that a mechanism will be devised whereby all the Dy. Commissioners will appoint Nodal Officers in their respective Districts to collect any information from the State Vigilance Commission/Vigilance Organization required for smooth conduct of such enquires which will result in their timely disposal
The Chief Vigilance Commissioner directed the Commissioner Secretary to Govt Revenue Department to issue instructions to all Dy. Commissioners to take up the pending enquires and complete them within next 45 days.
