Compassionate appointment beneficiary list finds no place on official website

Rajouri, Feb 11: In a clear case of government officials taking their jobs lightly, the official Website of Rajouri district doesn't carry the list of "Compassionate Appointment" beneficiaries family members of government employees, who died during service either in harness or in militancy related actions/incidents.
The website carries only the list of beneficiaries (civilians) whose family members were killed by the militants and their appointments were made in the different government departments as class-IV employees.
But this list was also not updated after 31 January, 2012 and only 357 appointments are shown in the list.
When contacted Sanjay Kumar Puri, District Informatic Officer admitted that the list of beneficiaries in case of death of government employees was not uploaded on the Official Website of the district. He also admitted that the list of SRO-43 related to civilian's deaths was also not updated after January 2012.
Pertinently, Governor N NVohra had directed the Secretary, General Administration Department (GAD) to direct all the Administrative Secretaries to personally review all SRO-43 cases (government employees died in harness) pending as on 1/1/2015.
The Governor also directed to ensure that all procedural formalities, identifications of vacancies etc are settled on time bound basis to finalize every case within 4 months.
Important to mention that under GAD order of J&K Government dated February 22,1994 and Powers conferred by section 124 of the Constitution of J&K, the Governor has made the following rules under Sader-e-Riyasat Order-43 (SRO-43) and will be called J&K Compassionate Appointments Rules, 1994.
Under SRO-43 a family member of government employee will be appointed as (class IV) employee ( i) who dies in harness other than due to militancy related action; (ii) Government employee who dies as a result of militancy related action ( or due to enemy action on the Line of Actual Control (LAC)/IB within J&K state & not involved in militancy related activities) ; (iii) a civilian who dies as a result of militancy related action (due to enemy action on the LAC/IB in J&K) and not involved in militancy related activities and total income of the family from all sources does not exceed Rs. 5000/-per month as assessed by the Revenue Officer not below the tank of an Assistant Commissioner; (iv) A member of the Armed Forces not above the rank of Junior Commissioned Officer or a member of Paramilitary Forces of equivalent rank who is a permanent resident of State and is killed while discharging the duties in connection with law and order in the State of Jammu and Kashmir or as a result of enemy action on the LAC/IB.
