Congress pins hope on land stir for its revival | | | Though the opposition congress in the Lok Sabha stands emaciated after the drubbing it got during the May last election it still has the potential of creating ruckus in the Parliament with the support of various political parties, including the TMC,Samajwadi Party, BSP, RJD.Indications are that these opposition groups may try to disrupt the legislative business over its anger against issuing of ordinances by the BJP led NDA Government and over the Land acquisition Bill.That the opposition groups plan to create disorder in the Lok Sabha and the Rajya Sabha was indicated by President Pranab Mukherjee when,during his address to the joint session of the parliament on the commencement of the budget session in New Delhi,he called for cooperation from all MPs in ensuing smooth conduct of the legislative business and for enactment of progressive laws on In the address, which is mandated before the start of the first session of the year in which the President reads out government's plans for the coming year, . Mukherjee said Parliament is the sanctum sanctorum of democracy and the people have reposed unflinching faith in this institution for fulfillment of their hopes and expectations."My Government will constantly endeavour for smooth conduct of legislative business and enactment of progressive laws in the Parliament which reflects the will and aspirations of the people. I urge all Members of the Parliament to discharge their solemn responsibility in the spirit of cooperation and mutual accommodation." That the Congress plans to disrupt the proceedings of the Parliament is indicated by its plan to lead a country wide stir against the amendment to the Land Acquisition ActThe Congress hopes to begin its resurrection, after a string of debilitating electoral defeats, by leading the protests against the amendments to the Land Acquisition Act that the NDA government wants passed in the Budget session of Parliament.Party vice-president Rahul Gandhi, who is spearheading the Congress campaign against the December 29 ordinance that amended the Act, is likely to address a sit-in at Jantar Mantar on February 25, when the Budget session is on. The government wants to bring the ordinance as a Bill.The Congress is carrying out this agitation in coordination with civil society groups and farmer unions. The ordinance undoes an endeavour that was 100 years in the making. The Congress party has decided to adopt the "agitation route to take up the causes of the people."The party believes the Land Acquisition Act will give it traction in rural areas, while it will be able to rally Opposition parties against the government on the issue.Prime Minister, Narendra Modi,is aware of the Congress plan and it was in this context that he had convened an All Party meeting on Sunday where he appealed to the opposition to help the Government in conducting the legislative business without any hurdles.Even on Monday he renewed his appeal,through the medium of the media,to the opposition to cooperate with the Government for enacting various laws which could promote peace and progress in the country. Well President, Mukherjee, the Government is taking steps steps for meeting challenges posed by terrorists of many hues.Declaring that terrorism posed a grave challenge to nation's internal security, the President said the government was firmly committed to dealing with these challenges in cohesive collaboration with the people and governments of the affected states in a holistic manner. Mukherjee seems to be well aware of the opposition plan and hence in his address he tried to assuage fears in the mind of farmers and the opposition MPs by saying that the Government has "suitably refined" the Land Act to minimise certain procedural difficulties in acquisition of land for critical public projects even as farmers' interest remained "paramount" "My government attaches paramount importance to safeguard the interest of farmers and families affected by land acquisition," President Pranab Mukherjee said in his address to the joint sitting of both Houses of Parliament." The Right to Fair Compensation and Transparency in Land Acquisition in Land Acquisition, Rehabilitation and Resettlement Act has been suitably refined to minimise certain procedural difficulties in acquisition of land inevitably required for critical public projects of infrastructure and for creation of basic amenities like rural housing, schools and hospitals, particularly in remote areas," It is hoped that the opposition does believe in what the President has said and allows the BJP led NDA Government to conduct the proceedings of the House peacefully. |
