5 months since release of SPA's first installment, P&DD yet to convey 100% authorization to Govt departments | | | Akshay Azad Early Times Report Jammu, Feb 24: Five months since Union government released first installment of Special Plan Assistance (SPA) to the tune of Rs. 904 Crores, Jammu and Kashmir Planning and Development Department (JKP&DD) is yet to convey 100 percent authorization of SPA funds to various government departments. Sources informed Early Times that J&K was supposed to get a Special Plan Assistance of Rs 2,064 Crore but a total of Rs. 1074 Crores have so far been released. "Out of Rs. 1074 Crores, the first installment of Rs. 904 Crores was released nearly five months back but authorization of only 50 percent of SPA funds has been conveyed to various government departments", sources said. They further said that the first installment of SPA was released following the proposals of various government departments forwarded by Planning and Development Department to the Union Finance Ministry. "So far the Union government has only approved proposals of few departments and has released a total of Rs. 1074 Crores out of total SPA component", sources said. The departments, whose proposals under SPA were completely approved by Finance Ministry, 100 percent funds against the proposals were released besides the proposals of few departments were still under consideration of Union Finance Ministry which had raised some queries, due to which Rs. 990 Crores of SPA component was pending with Union government. The delay on part of state P&DD, sources said, to sanction convey 100 percent authorization has been causing piling of liabilities against these departments. "It is a cumbersome process as the Detailed Project Reports (DPRs) forwarded by various departments is analyzed by P&DD before sanctioning of authorization of 100 percent funds. The process is on and in coming few days, 100 percent authorization of plan funds would be conveyed to these departments, against whose proposals, the Union Finance Ministry had sanctioned funds in SPA component. |
