New dispensation just aspirations of Jammu | | | Early Times Report
JAMMU, Feb 24: It is an established fact that the people of Jammu province have never got what was their legitimate due share in the state's political and economic processes during all these years of the state's accession to India. It is hardly necessary to catalogue here all the instances to show the extent to which the successive Kashmir-dominated and Valley-centric governments in the state willfully ignored Jammu in all walks of life and at all stages. Suffice to say that the various commissions, which were appointed from time to time to look into the complaints of the people of Jammu province, candidly acknowledged that they were not treated fairly. The Gajendragadkar Commission (1967) had even gone to the extent of saying that the regional tensions between Jammu province and the valley would continue to dot the state's political scene till the time the political aspirations of the people of Jammu province were not fulfilled. By political aspirations, the Commission meant a dispensation that would be of the people of Jammu province, by the people of Jammu province and for the people of Jammu province within India and under the Indian Constitution. It had said that it could not recommend the status of statehood for Jammu province as demanded by many in Jammu but had recommended the establishment of regional development board for it. Sadly, however, no state government really considered the recommendations as contained in the Gajendraadkar Commission report or in other reports like the Wazir Commission report on new districts or new administrative units and the Singhal Committee report on admission to the state-owned technical and professional colleges in the state. The result has been widespread discontent in Jammu province. Now that a new dispensation in Jammu & Kashmir is round the corner, it is time for those who would matter in the state's corridors of power to appreciate four immediate demands of the people of Jammu province - real and effective say in the governance of the state, appointment of delimitation commission to accommodate them, proper rehabilitation of the refugees from West Pakistan and adequate share to them in the vital service sector, including in the civil secretariat, which is the seat of the government. These are all just aspirations, which needed to be appreciated. The new dispensation has nothing to lose and everything to gain by pursuing a courageous policy. For, the people of Jammu province do not want any concession at the cost of the people of Kashmir. They only yearn for a dispensation that treats all the three regions equally and compensate their marginalized region for the losses it has suffered thus far. |
