Legislative Council begins without much noise, PDP-BJP face no major issues on day 1

JAMMU, Mar 19: Business in the state legislative council today went without much noise as NC-Congress opposition seemingly had no issues to take on the BJP-PDP coalition government. A tiff between Health and Medical Education Choudhary Lal Singh and NC MLC Ghulam Qadir Pardesi did raise some temperature but the Chairman Amrit Malhotra immediately brought the temperature down by referring to relevant rules of the business. Minister for Consumer Affairs and Public Distribution (CAPD) Choudhary Zulfiqar Ali today said in the legislative council that state government proposes to lay gas pipeline under the Central project of Bhatinda- Jammu- Srinagar gas pipeline. He said this while replying to a question by Ajay Sadhotra in the Legislative Council here today. With regard to acquisition of land for the project, the Minister said that proceedings for acquiring users' rights have been initiated by Assistant Commissioner Revenue of Kathua and Samba districts. Minister added that the process for land acquisition and required NOCs for the project will be hastened in due course of time. Minister said that the project is being implemented by GSPL India Gasnet Limited (GIGL) of Gujarat which is a consortium of oil companies and all expenses on laying of gas pipeline will be borne by them.
Minister for Health and Medical Education Choudhary Lal Singh today said that Rs. 254.63 cr has been released under National Rural Health Mission. He said that state government will ensure that infrastructure in all health care institution will be upgraded so that quality health care is provided to the people of the State. He said that said that Union Ministry of Health and Family Welfare has approved an amount of Rs. 447.09 crore under National Health Mission Project (NHMP) adding that an amount of Rs. 254.63 crore has been released under the scheme. Besides, an amount of Rs 19 crore has been provided under State Plan as State matching share. Minister said that during the current financial year an amount of Rs. 171.90 crore has been utilized upto ending February 2015. Replying to a supplementary raised by Dr. Shahnaz Ganie, the Minister said that the state government is working towards up-gradation of Healthcare Institutions at different levels and assured that up-gradation of hospital at Mandi will also be taken up. Singh said that the Government is fully aware of the problem of shortage of doctors and other para-medical staff in various health institutions of the State. He said that measures will be taken to strengthen the system and assured that sufficient staff including doctors shall be deployed for duty especially in rural and far-flung areas of the State.
Replying to another question by Javed Ahmad, the Health Minister said that installation of advanced and hi-tech machinery like MRI, CT-Scan etc requires certain facilities that in the point of time cannot be made available at the level of Sub District Hospitals, however, provision of other facilities including digital X-ray will be provided to SDH Karnah during next financial year, while as heating at the SDH is being provided by way of gas heaters.
Singh said that the department is in the process of rationalization of staff and also identifying the doctors from the backward areas for their placement in areas like Karnah. All requisite facilities are being provided to students at Kargil Boys hostel, Jammu, the Minister for Finance, Dr. Haseeb Drabu said this while replying to a question by Haji Anayat Ali on behalf of Minister for Ladakh Affairs.
Minister said that 137 students from Kargil district are enrolled in the said hostel at Jammu. He said 11 staff members including casual labours are working in the hostel and added that the mess is being run on monthly contribution basis while as cooking and other day to day jobs are being carried out by the casual labours. Roads damaged in floods are being restored on priority in the state, Minister for Roads and Buildings, Syed Altaf Bukhari, said this while replying to a question by Bashir Ahmad Magrey in the Legislative Council today.
He said that Tahab-Naina road via Wachi is a part of Pulwama-Tahab-Wachi-Naina-Sangam road which has an aggregate length of 22 Km. Minister said that 14 Km of said road from Lassipora junction to Sangam via Naina, Wachi has been taken up under the Central Road Fund (CRF) and the remaining 8 Km is being presently maintained under projectization State sector. He said out of 14 Km of road taken up under CRF, blacktopping of the 4 km has already been completed as on ending February 2015. He said during 2015-16 it is envisaged to blacktop 10 Km road length.
Altaf Bukhari said the department has also formulated a DPR for widening, upgradation of 8 Km of road length from Pulwama to Lassipora via Tahab at an estimated cost of Rs. 897.57 lakh for seeking funding under CRF and said that the road is presently trafficable.
In reply to another question of Ghulam Nabi Monga, the Minister said that Jhullah and Chandanwari Bridges are being constructed under special bridge programme (Projectization) through JKPCC Ltd. at an estimated cost of Rs. 9.28 crore and Rs 5.09 crore respectively in Block Uri. He said that an amount of Rs. 69.50 lakh and 2.5 crore have been expended respectively ending March, 2014. With regard to construction of Peernian Bridge in Boniyar block, the Minister said that the bridge is approved under NABARD RIDF XV and is under execution through JKPCC at an estimated cost of Rs. 6 crore. The Minister said an amount of Rs. 2.29 crore stands released/utilized ending March 2014 while as Rs. 15 lakh have been released during current financial year. The Minister added that the left side abutment and pier of Jhullah Bridge has been completed up to cap level, while as right side, abutment raft has been completed. With regard to the status of Chandanwari Bridge, the Minister said main bridge stands completed; however, work on approaches is in progress. The Minister added that following the improvement in resource position under Special Bridges Programme, the Jhullah and Chandanwari Bridges would be completed by 2016-17. The Minister said that sub structure of Peernian Bridge stands completed while as fabrication of steel superstructure is in progress.
