| As govt orders for cancellation of re-employment, who would be next Principal GMC Sgr | | | Jehangir Rashid

SRINAGAR, Mar 19: As the state government has ordered for the cancellation of re-employment and re-engagement of the retired officials done by the previous government, all eyes are now focused on the placement of new Principal, Government Medical College (GMC) Srinagar.
The incumbent Principal, GMC Srinagar Dr. Rafiq Ahmad Pampori is all set to demit his office following the recent government order seeking cancellation of re-employment. Dr. Pampori was appointed as Principal, GMC Srinagar in September 2012 and was to retire in February 2014. Before he could retire Dr. Pampori was given an extension of one year at that time by then state government led by Omar Abdullah.
The extended period of the service of Dr. Pampori was set to end in February this year. However, before Principal GMC Srinagar could retire the state administration headed by Governor Narendra Nath Vohra ordered for yet another extension in the service of Dr. Pampori. The order was issued few days before the popular government was administered oath of office and secrecy.
The Health and Medical Education Department, issued an office memo vide number A/73 (2014) 298 dated 26-2-2015 granting one more extension in the services of Principal, GMC Srinagar. The department has been 'gracious' enough to Dr. Pampori since this time around as the extension period is for three years.
It would be in place to mention here that Dr. Pampori's extension in 2014 had been challenged in the court of law by Dr. Javed Chaudhary. In his plea, Dr. Javed had submitted to the court that he should be appointed as Principal, GMC Srinagar since he is at the top of seniority list of the doctors for the placement of such position.
Since the new government headed by Mufti Mohammad Sayeed has ordered for the cancellation of extension in services of the retired officers or officials it remains to be seen for how long Dr. Pampori would continue as Principal, GMC Srinagar. His continuous placement as Principal, GMC Srinagar has blocked the chances of senior doctors who could be appointed in his place.
The state government issued Government Order number 384 - GAD OF 2015 dated 17-03-2015 ordering that all the re-employment orders issued by various government departments are revoked with immediate effect. The order said that all the engagements and arrangements made by the different departments, public sector undertakings, boards, autonomous bodies under any scheme against sanctioned posts without any selection procedure, even on contractual basis, shall cease to exist with immediate effect.
Majority of the doctors working in the associated hospitals of GMC Srinagar, want that the seniority list of doctors is followed in letter and spirit. These doctors said that this would ensure that justice is done to the deserving person. These doctors say that transparency should be followed by the people at helm so that justice prevails. |
