As financial year ends shortly, JK yet to get 174 Cr of SPA | | | Akshay Azad Early Times Report Jammu, Mar 24: With only a week left for closure of financial year 2014-15, the state is yet to get Rs. 174 Crores out of total Rs. 2064 Crores of Special Plan Assistance (SPA) out of total Annual plan for this financial year, agreed by Union government. Sources in Planning and Development Department (P&DD) informed Early Times that few days ago, the Union Finance Ministry had released a total of Rs. 815 Crore under SPA component of Annual Plan 2014-15 to the tune of Rs. 7300 Crore agreed by Union government. "Following the release of fresh installment of Rs. 815 Crore under SPA component, the state government has now received a total of Rs. 1889 Crore out of total Rs. 2064 Crore", sources said, adding that Union government had earlier received Rs. 1074 Crore. The latest installment of Rs. 815 Crore SPA component included slew of projects forwarded by various government departments including Education, Fisheries, Revenue, Land Reforms, Development of Lakes and Water Bodies, Technical, Health and Medical Education, NFB Sector beside others against whom the amount was released by Union government. Though the fresh installment of Rs. 815 Crore has given some reprieve to cash starved Jammu and Kashmir but state government has been eagerly waiting for remaining Rs. 175 Crore under SPA component. While raising apprehensions of cut in SPA component, sources in Planning and Development Department maintained that like previous financial year 2013-14, the Union Finance Ministry may withhold some amount under SPA component and the projects of various departments, which are yet to be approved by Union government, will virtually hit. The Union Finance Ministry released the SPA component in installments, after verifying the status of projects according to prescribed guidelines of Management Information System (MIS), which was introduced from last financial year to track all the schemes and projects under taken by the state government under SPA. Pertinently, after taking over reins of Jammu and Kashmir, Chief Minister Mufti Mohammad Sayeed, along with Finance Minister Dr. Haseeb Drabu have been vigorously pursuing the Union government for release of full annual plan. |
