Parl Panel wants white paper, J&K Government says 'no' | Exodus of Kashmiri Pandits | | Syed Junaid Hashmi Early Times Report JAMMU, Mar 24: Jammu and Kashmir government has rejected the demand for issuing white paper on the exodus of Kashmiri Pandits and militancy in Jammu and Kashmir, drawing ire of a powerful parliamentary panel on home affairs which had made the recommendation in its report. Department related parliamentary standing committee on home affairs which had in its 179th report on the Rehabilitation of J&K Migrants asked both the union ministry of home affairs and the Jammu and Kashmir government to come out with a whitepaper on exodus of Kashmiri Pandits as well as militancy has taken strong exception to state government's response in which it had informed the Union Home Ministry that it would not be wise to issue any white paper at this stage. On this response of state government which Union Home Ministry conveyed to the Parliamentary Panel, the panel has said that in the age when movement for transparency is gaining momentum and the country has witnessed a quantum leap in this direction, such orthodox views should not find place in democracy. When the whole world has now begun to appreciate India's views on terrorism and regard the country as one of the most suffered victim of terrorism, bringing White Paper should not be a cause of concern, Panel has said in its 184th action taken report on the recommendations contained in the 179th report on the Rehabilitation of J&K Migrants. The panel has reiterated demand for issuing a white paper at the earliest so that the whole world comes to know about the reality of the exodus of Kashmiri Pandits from various parts of Kashmir valley and later, their rehabilitation in Jammu region and other parts of the country. Panel has further said that the white paper would not only bring to light reasons for the exodus of Kashmiri Pandits but also reveal names of characters who played vital role in their exodus. The panel has said that white paper would also address grievance of several Migrants' associations which have been complaining that there are a large number of unregistered families of the migrant community. Though the Home Ministry has claimed that all families which fulfil the criteria have been registered, the panel said that that since there are complaints of organizations of non-registration of a large number of families, the same should be examined and a mechanism drawn up whereby families fulfilling the criteria be registered without much hassle. Reflecting anger over the Jammu and Kashmir government refusal to issue white paper, the panel has said that it is not at all convinced by the stance taken by the state government that the situation on the ground has improved to the extent that there is no need for registration of displaced families, even in the ones which were displaced and suffered. Commenting on the refusal to issue white paper, the panel has said that this is the height of insensitivity as not only they have been displaced, but they are still unregistered which practically means that no benefits will be passed on to them. Apart from seeking issuing of white paper, the panel has said that the Prime Minister's package should be modified on a priority basis so as to make the Package more attractive for the migrant community. Panel has further said that the implementation of PM package is being done at a staggered pace since against a comprehensive package of Prime Minister amounting to Rs. 1618.40 crore in April, 2008, only Rs. 104.52 crore till May, 2013 has been expended by the state government and since 2009, only four meetings of the apex committee have been held. The panel has further said that these open facts do not reflect committed, sincere and sympathetic approach and course of action on the part of a responsive government towards an aggrieved group of people of the State. |
