Women Empowerment and Democracy | | | Dr.PP Singh
We often talk of women role in the society. It has been seen that after independence the participation of woman in administrative matter belt forces and politics started coming into effect slowly and slowly and it has not reached at a stage where it should have been by now even after 67 years of post independence era. What does it mean? We have not paid any heed towards this sensitive issue. India is one of the largest democracy in the world with secular fabric. The pace with which Indian democracy flourished, it is beyond anybody expectations. India being multi–linguistic and multi religious country, the role of women is of paramount importance in shaping the pluralistic set up in the society. By not empowering the women the democracy in India is incomplete what to talk of a society which is completely commanded and dominated by men. Many a time 33% reservation for women in parliament become talk of the newspaper but remains confined only to media and practically not passed in the parliament. We very frequently allege that focticide leads to sex ratio imbalance but what far we talk always absurd. If they are given equal rights to be born, to grow, to get educated to get employed in civil and defence, being in small in selection number, their security become an issue. Assaulting women sexually in civil and defence set up warrant protection what type of protection not just giving them security personals but empowering them and keeping and treating them at par with men. There have been incidence in defence and civil administrative set up were on many occasions women officers were compelled to commit suicide, many had to leave jobs and many more were morally harassed. If we can not boost their morale then we have got no right to tarnish their image, which they built after long struggle and efforts. We had/have highly decorated ladies in our politics and social setup all over the world like Indira Gandhi , Mother Teresa, Smt. Sarojini Naidu, Margret Thatcher, Mavo Bandara Niake, Sheikh Hasina, Benazir Bhutto, Hillary Clinton, and Sushma Swaraj, Maharani Vasundra Raje, Kiran Bedi highly distinguished police IPS officer , Melody Singer Lata Mangeshkar and many more who have contributed a lot to the world and society at large and they are remembered to their good deeds and services to their respective nations and still we have got large number of women as an IAS, IPS , IFS Army Doctors, Army Officer but they are not safe and secured at the hands of some political interferences unless they have to go by their dictates, lesser they are exposed more stronger they become. If the modesty of a woman is outraged, then she becomes helpless how high ranking she may be. I have dealt in my earlier columns published in various newspapers regarding “Burning of bride a social evil” and the same article by another caption “As crime against women”. I have tried my best to reveal the ground realities and state of affairs of women presently prevailing in male dominated society which oftenly spoken and stated as fabricated allegations. Nevertheless, the truth become evident when legal process is initiated and terminated into corporal punishment. Large number of legal cases are still in various courts in the country where the woman have been subjected to either home violence, sexual assault, dowry deaths , cases of living in adultery i.e. living in illegal relations. So the entire gamete of have and have not, liking and disliking. It is understood that empowering work of the economist ESTER BOSERUP was published in the form of a book called women’s role in economic development. She analysed women continued to be marginalised in the economy because they gain less than men in their roles as wage workers farmers and traders. UN international women’s decade (1976 – 85) and several international conferences followed on issues around woman’s status and role in the national and international political economy. These conferences (Mexico city 1975, Copenhagen 1980, Nairobi 1985, Beijing 1995) raised questions on matters as varied as gender equality in decision making and access to resources, gender balance in political representation, sexual and reproductive rights and freedom from violence. These conferences tired to get govt. Participation and commitments in ensuring of gender justice at various level. Structural adjustment policies and impact on women less participation in organised sector because of low wages provision and more participation in unorganised sector like small scale industries where women are less paid because of their docility. Women are preferred than men in these sectors. Therefore role of woman is multipronged. There is no restriction in Indian constitution for woman developments women are at liberty to get education, employment in civil as well as in defence set up, in private and in public sector. By empowering women democratic institution will get strengthen. They are honest dedicated to the cause that is the reason private sectors are giving huge output than the public sector. This is an age of competition. Women are coming out with flying colours from various fields, the only right they are deprived of is that women are not accommodated suitably as per their populations in political, administrative, executive and in judicial fields so that their contribution to the society is accounted for. Woman participation in cultural and scientific field shave proved that they are the best human being and can even compete more in their respective fields like film industries and space research mission. By empowering women under democratic setup shall make them a strong force in the socio economic development of the country. Present Indian govt policy to give equal opportunity to all irrespective of caste, creed and sex shall boost the morale of women in elevating their level of thinking and working shoulder to shoulder with men in everyday life. This is the need of the hour to empower women community so that they can get rid of various atrocities and violence committed on them in a male dominated society. A successful society and nation is that which has large scale participation of women in building national and democratic institution which always watches women interest. Women are the pillars of the society whether it is a home or a country. They are role model in structuring and shaping the modern India. Women not only kings but queens also ruled in different countries. Cleopatra of Egypt, Elizabeth I and Victoria of England and Catherine the great of Russia are considered greatest queens John of Arc, Chand Bibi, Durgawati and Rani Laxmibai of Jhansi are considered great heroines. But now women have got equal rights to freedom opportunity to progress, so domination depends on richness, power and status, so this has ended political domination of men among ultra modern ruling elite class. Women generally form half of the population so far proper development their participation is necessary. In India during national movement women participated equally with men. In Hindu succession act of 1956, Women were given more rights of inheritance than men. A lady possesses equal rights with his brother in the property of her parents as well as equal rights in the property of her husband. As such in India economically a lady has more rights than man. Moreover, she cannot be prosecuted for adultery and can prosecute any male person for indecent remarks or indecent behaviours. The privileges have made women to participate in all walks of life and contribute in development according to her merit. Empowerment of women is the only way for their participation in process of development. Women began to participate actively in Panchayats and in local self government and in other institution due to empowerment and reservation etc. Women of Gharwal struggled against falling of trees by govt. Contractors. Similarly Narmada Bachao Movement is led by Megha Patkar and other ladies, thus ladies are taking active part in struggles. Indian women are most advanced, ultra modern, privileged and more powerful than women of any other country in the world. Thus is due to the support of religion, law and state of customs etc. By empowering women, democracy shall be strengthened and so as its institutions and India after 20 years shill be one of the strongest country in the world in all respect. |
