Pertinently, the three-member group of interlocutors comprising journalist Dilip Padgaonkar, former Information Commissioner MM Ansari and educationist Prof Radha Kumar were appointed by Government of India in October, 2010 following the violent summer unrest in Kashmir valley in which around 120 civilians were killed. He further said that after the meeting, the comments of state government would be finalized and later forwarded to MHA. Sources said that the group of interlocutors had submitted their report on October 12, 2011, which was in year 2012 forwarded to J&K government for comments but Omar Abdullah led coalition government had no spare time to send their comments. Sources further said that in absence of any response of J&K government on interlocutors report, the Union government had also failed to take any decision, over the suggestions made by interlocutors in their report. Nearly Rs. 70 Lakh was spent on the visits of three interlocutors to Jammu and Kashmir. The interlocutors in their repot had suggested for regional councils for all three regions - Jammu, Kashmir and Ladakh - to address local aspirations and reduce alienation from the national mainstream and measures to improve governance with a focus on women and children were part of the interlocutors' report. The interlocutors' report looks at regional autonomy, devolution of power, economic development, bringing the state into the national mainstream, specific issues concerning women and children. |
