Jammu, May 31: Vice Chancellor, Shri Mata Vaishno Devi University (SMVDU) Katra has selectively used the rules to secure undue benefits for himself while deliberately depriving many employees of the benefits due to them. In reply to a writ petition, the VC has told the High Court that SMVDU is a private university. It's however contrary to IIT Delhi Board of Governors (Appointing Authority) Resolution BG/28/99 governing grant of lien by the faculty proceeding on higher position. "Resolved that in supersession of Resolution No. BG/2/81 and BG/27/91, all senior faculty members who are appointed as heads of institution in national or state control engineering colleges or directors of CSIR labs and other such appointments in central government/state government, Regional Engineering Colleges, state colleges and National Scientific Research and Development Laboratories as well as Vice Chancellor of Central and State Universities on contract basis, be given lien of 3-5 years depending upon the nature of the initial contract", the resolution reads. The appointment of Prof S.K. Jain as VC, SMVDU, had been made in line with IIT Delhi Board of Governors' Resolution. "Prof Jain's appointment on deputation basis as VC in SMVDU has been allowed by Chairman BOG IIT Delhi in February 2013 only on the basis of this very resolution, for three years from February 15, 2013", sources said, adding that there was no other IIT Delhi resolution that allows lien to be given to of IIT faculty member appointed as VC in Private University. However, the university under Prof Jain is claiming in the court that SMVDU is a private university. The claim has been made against appeal filed by Dr. Akshay Tickoo. "How can two versions of one rule operate simultaneously; one to put Prof Jain's appointment at advantage and other to put same university's employees at disadvantage who for justice have knocked the door of High Court," said the sources. Prof Jain has occupied two official residential accommodations simultaneously, one at IIT Delhi and another at SMVDU, in spite of his ineligibility for the post of VC under UGC regulation 2010. |
