Jammu, May 31: At a time when the BJP led NDA Government at the Centre is celebrating one year of corruption free governance, the BJP partnered State Government is turning a nelson's eye to the thriving transfer industry within the government departments and allegation of corruption in transfers are mocking at the claims of the BJP. ET have learnt that an outgoing Director of a Government department in Jammu first affected several transfers within the department and then a day after his own posting order was notified by the State Cabinet, he repatriated most of his own orders, not only in clear violation of norms and propriety, but also raising serious allegations of corruption. Documentary evidence in possession of ET suggests that G N Balwan, formerly Director Rural Development Jammu first affected several transfers within the department including those of Seniors Assistants, Accounts Assistants, Panchayat Inspectors, Draftsmen and others in the month of April, 2015. 7 of the Senior Assistants were transferred vide order No. 311, DRD of April 9, 2015. Astoundingly, after he was himself posted out following Cabinet order, he reversed most of his own transfer orders allegedly in exchange for pecuniary benefits. Shockingly, he affected the postings on May 19, one day after he was himself transferred vide Cabinet order on May 18. "This order was unlawful and unethical as GN Balwan had ceased to be the Director Rural Development following Cabinet order published on May 18, according to which he was transferred and posted as Secretary, J&K State Information Commission, vice Manohar Lal Raina", disclosed an official of the RDD. Following huge hue and cry over the illegal transfers, the incumbent Director ML Raina, vide his order No. 437 DRD of May 21 2015, just a day after taking over the charge kept all the postings orders by GN Balwan in abeyance. The order of the incumbent director keeping posting so made illegally in complete departure from norms and propriety is also being questioned as he did not order their outright cancellation. "This is an open secret that these postings were ordered in exchange for handsome money and yet they have not be cancelled and only kept in abeyance" said another official of the Department Of Rural Development. Meanwhile, sources divulge that a strong cognizance of transferred made by the former Director has been taken by the Minister for RDD Abdul Haq Khan and an inquiry into the allegations may soon be ordered. |
