BJP,PDP to adhere to common minimum programme | | | Following reports that the Na tional Conference and the Congress were trying to widen the wedge between the BJP and the PDP,the BJP high command has stepped in to check any fresh development that could result in the snapping of ties between the BJP and the PDP,that share power in Jammu and Kashmir.Not only the BJP high command senior functionaries of the PDP,especially Chief Minister Mufti Mohd.Sayeed and the Party Chief, Mehbooba Mufti, have suggested to PDP leaders,especially the legislators and ministers to avoid raking up any controversial issue that could threaten the very survival of the coalition Government.These measures are being initiated to frustrate the moves of several senior Congress and NC leaders who were trying to sow the seeds of conflict and confrontation between the PDP and the BJP.Inside reports said that the basic idea behind such moves from the Congress and the NC was to promote political and constitutional crisis in Jammu and Kashmir which could warrant dissolution of the Assembly followed by imposition of the Governor's rule. Will the Congress and the NC gain from this ? Senior party leaders believe that after the expiry of the Governor's rule the state has had to go in for fresh Assembly elections.And the congress NC permutation combination banks on very poor performance of the BJP in the Jammu region and that of the PDP in the Kashmir valley.Once the plan of the Congress and the NC materialized in the shape of rejecting the PDP and the BJP there was every chance for the NC and the Congress to form the coalition Government on the pattern they had fomed in 2008.Of later Prime Minister Narendra Modi seems to be keen to ensure that the novel experiment carried out in Jammu and Kashmir in the shape of forming a coalition Government after forging an alliance between the BJP and the PDP,two parties that have different political ideology and outlook, succeeded. He wants the coalition to complete its six-year term. Hence he has stated that the Common Minimum Programme (CMP) was the basis of PDP-BJP government in Jammu and Kashmir adding that it would be implemented in letter and spirit and no one would deviate from it.Modi has said there is a larger picture there. The Government ha s to respect the mandate of the people. It could either be an elected government or Governor's rule. In the latter option, the centre would have had total control, but that is not what the BJP wanted. It is a fact that the ideologies of the two parties are very different, but people wanted the BJP and the PDP to work together in both Jammu and Kashmir regions. For the time being neither the PDP nor the BJP can take any risk by opting out of the alliance.If either the BJP or the PDP snaps ties it could simply lead to the fall of the Government.Once the Government fell the Governor has no other alternative but to place the state under his rule.It is his choice whether he will keep the Assembly in animated suspension or favour its dissolution. Keeping the House in animated suspension could have delayed the chances for fresh Assembly election if the National Conference agrees to join hands with the PDP for forming the Government.Since the possibilities for such an option ar e quite dim the stage may ultimately be set for a fresh Assembly election. This is what the Congress and the NC want because the leaders of the two parties are sure that the BJP may be mauled in the region of jammu following the growing level of peoples' anger against the BJP. That the PDP had joined hands with the BJP may prove n Achillles heel for the Muftis in the Kashmir valley.Therefore,it has become mandatory for the coalition Government to show results which alone could lessen peoples' anger against the BJP and the PDP.It is equally mandatory for the BJP led NDA Government in the centre to provide liberal financial assistance to Jammu and Kashmir so that people experience new thrust on development activities. |
