Urdu section employees dislodge law officers from Civil Secretariat
Flourishing transfer industry spreads to Law deptt

JAMMU, June 5: The new dispensation has so far failed to keep a check on transfer industry, which has been spreading its tentacles in the Law department, where in employees of Urdu Coordination Section have been posted on law officers' posts, throwing the latter out of the Civil Secretariat.
Sources informed Early Times that the political clout of Urdu Coordination employees could be gauged from the fact that a transfer order was issued on May 12, according to which Assistant Draftsman Manzoor Ahmed Lone was transferred from Roads and Building department to Industries and Commerce department, on the post of Law officer.
"A law officer Altaf Hussain was transferred to R&B department on the post previously held by Manzoor. But Manzoor, who is very influential, on Friday retained his post in R&B department," the sources said.
The Law, Justice and Parliamentary Affairs department on Friday issued an order according to which Manzoor was once again posted in R&B department, while Altaf, who had few days ago joined the department, was transferred to Industries department.
Castigating the functioning of Law department, sources said the Secretary of department has been claiming that there was shortage of law officers but he was now giving additional posts to Assistant Draftsman of Urdu Coordination, while law officers were thrown out of the Civil Secretariat and that too on unimportant posts.
"Two months back, Mudasir Maqbool (Assistant Draftsman) was made as Law officer of Technical and Youth Services department but few days back, he was made as Law officer of Higher Education department along with additional charge of Technical Education department," sources said, adding that the Law officer of Higher Education department was thrown out of the Secretariat.
Sources said that another Assistant Draftsman Wasim Showkat Bhat has been posted against Law officer post in PHE, Irrigation and Flood Control department.
Moreover, another Assistant Draftsman Kabir has been appointed as Law officer in Tourism department.
Sources informed that according to SRO-51, the total strength of Urdu Coordination Assistant Draftsman was only 7, while 4 were already transferred to the Secretariat and were given key posts in various departments, against Law officers' posts, virtually paralyzing the functioning of Urdu Coordination section.
Sources in the Secretariat alleged that the posting of Assistant Draftsman of Urdu Coordination was done after accepting huge pecuniary benefits, but the Law Minister has reportedly shut his eyes to these violations.
Law and Parliamentary Affairs Minister, Syed Basharat Bukhari was not available for comments despite repeated attempts to reach him.
