Corrupt babus on way out, Police officers to face heat in second phase | War against corruption to begin with 'big bang' | | Fazal Khan Early Times Report Srinagar, June 5: As the investigating agencies have finalized the list of corrupt officials, who have accumulated huge wealth disproportionate to their known source of income, the government is all set to take action against them. The dossier against the corrupt officials is ready and every effort is being put to ensure that an example is set to ensure that no one misuses his official position to indulge in corruption in future. Sources told Early Times that government would have taken action against them long back but the investigating agencies, including Criminal Investigation Department (CID), have been instructed to ensure that cases against the corrupt officers should be watertight so that they are unable to approach the court and get reinstated. Pertinently, between 2002 and 2005, in the first tenure of Mufti Muhammad Sayeed as the chief minister, the government had dismissed certain bigwigs on charges of corruption but all of them had managed to get reinstated by court orders. Sources said that CID has collected information on how they have managed to acquire disproportionate assets. Even the CID has collected the details of the benamiproperties of about 80 officers and process of establishing how they managed to accumulate so much of property is on. Insiders revealed the investigating agencies have till now zeroed in on the officers from the civil administration but police officers have been left untouched. "Police officials would be touched in the second phase as many land grabbing cases involving police officials are yet to be investigated in a proper way," sources added. They revealed a committee headed by Chief Secretary Iqbal Khanday and comprising Principal Secretary Home, Principal Secretary to the Chief Minister, Commissioner Secretary General Administration Department (GAD) and Secretary Law, is giving final touches to the report submitted by the various agencies. "More than 80 officers are likely to be shown the exit door as the committee which was constituted on the instructions of the Chief Minister is in the process of giving final shape to the dossier," sources added. The committee, they said, has met on four to five occasions so far and sought information about the cases pending against these officers in the State Vigilance Commission (SVC). The committee has also sought the report of the departmental inquiries which were ordered against these officers during their service tenure. Sources said the government would frame the disengagement policy for punishing the corrupt. "There are possibilities about committee or board being set up to decide the mode of punishment to the accused, and action would be taken against the corrupt officials as per the Service Conduct Rules which are already in place," they added. Sources said that Chief Minister Mufti Mohammad Sayeed recently asked the committee headed by the Chief secretary Iqbal Khanday to expedite the process so that war against corruption takes off in a big way. "The word about dossier being finalized and nearly 80 officers figuring in the list has made the entire bureaucracy uncomfortable. Many officers believe that list should be made public forthwith and action should be initiated without any delay," said a source. An official while talking to Early Times said, "Action against a few officials would dispel the notion that all officers are corrupt. It would serve as a deterrent and would pave the way for transparency and the better system." |
