Sends only 8 ATRs against 39 sought | PWD (R&B) ignores observations of MC | | Arun Singh
Early Times Report Jammu, June 5: Notwithstanding the repeated reminders sent by the monitoring cell (MC) of the State Government to Public Works (Road &Building) Department, the later has sent only 8 Action Taken Reports out of 39 sought on the projects running across the state which were inspected by the former. Sources told Early Times that in order to ensure timely completion of the projects being carried out across the state, monitoring cell had been assigned with the responsibility of regular observation and recording of activities taking place in a project or programme. "It is a process of routinely gathering information on all aspects of the project. To monitor is to check on how project activities are progressing. It also involves giving feedback about the progress of the project to the donors, implementers and beneficiaries of the project. Reporting enables the gathered information to be used in making decisions for improving project performance," they said. They further said that ignoring the directions of the monitoring cell, the concerned department through its communiqué, PWD (R&B) failed to take actions on the points raised by the cell in its reports. Sources further said that cell had inspected 39 projects of Public Works (R&B) but the ATR in respect of 8 projects has been received until now. "Monitoring Cell in its reports pointed out the problems of non-accordance of administrative approvals to most of the products, slow funding and slow pace of execution, cost overrun and time overrun, delay in execution/ completion due to land acquisition issues and non-payment of land compensation, delay in execution/ completion due to delay in shifting of utilities, litigations/ court cases," they said. |
