Early Times Report

jammu, July 19: Speed Interceptor Vans worth lakhs of rupees which were introduced by the government in 2013 have since become more of luxury vehicles for the Traffic Police cops and in the name of its utility simply challan booking points where ever these are halted by the cops as per their whims. The high cost vans are running without any numbers contrary to what is desired within 15-20 days of bringing the vehicles on roads. Ironically, these vans have become a cause of heavy jams on the Jammu-Srinagar National Highway which is over crowded these days with rush of Amarnath Yatra pilgrims besides normal passengers.
As the Amarnath Yatra is going on in full swing with thousands of pilgrims leaving Jammu every day, National Highway is witnessing huge and heavy traffic jams everyday. Sources said while the traffic at many points gets congested and jammed due to poor weather conditions or the condition of the roads, at certain points things are messed up and artificially created by the Traffic Police along with the Police department cops. At almost ever naka set up a number of places on the Highway, they halt the commercial vehicles and even passenger vehicles from outside , most of the time unnecessarily in the name of booking challans. While a few vehicles strand for this 'unwarranted ritual' at the hands of cops, this affects the movement of all vehicles and eventually ends up in heavy and long jams for hours together, sources said.
What is ironic in the whole scene is the role and utility of the interceptor vans which rarely ply and are mostly halted at certain points by the officers concerned. While a couple of officers sit inside these vans and use them more like luxury vans, few cops swarm around the vehicle only to list number of challans from the 'victimized' vehicle owners, sources said adding that this is done mainly to paralyse the movement of commercial vehicles for obvious motives. Last year when a senior bureaucrat while travelling by road noticed some discrepancies in traffic police functioning, it resulted in suspension of six cops , sources said. However, nothing substantial has changed thereafter and such things have even increased manifold, sources said further adding that situation gets messed up due to jams during heavy rush of vehicles witnessed nowadays.
Pertinently, these interceptor vans, the cost of which is around Rs 27 lakhs per vehicle were introduced during NC-Congress regime to reduce rash driving and check speed of the vehicles which takes toll of human life on hilly and mountainous passes on the highway. These vans are also fitted with alcoholometers to penalize drunk drivers and habitual offenders. But neither the previous government could ensure utility of these high cost vans nor has the present government been taking any care to look as to what is happening vis-à-vis their presence at least on the National Highway. At present these stand on the roads as specially designed high tech vans used as luxury vehicles by the officers in charge.
