Mood upbeat in Panthers,NC and Congress in Jammu | | | The mood is upbeat in the camps ofPanthers Party,National Conference and the state unit of the Congress over the decision of the central Government to set up AIIMS in Srinagar and Jammu.Though the BJP unit in Jammu has started claiming credit for the latest announcement by the central Government, people in Jammu continue to be critical of the time taken by the Union Government for giving its nod to the establishment of a separate AIIMS for Jammu.In the initial announcement in April last the central Government had made a provision for one AIIMS which was to be set up in Srinagar. This had forced groups of traders,social activists and opposition political leaders to start a vigorous campaign for securing separate AIIMS for Jammu. And the BJP at the national level gave an opportunity to the Panthers Party,the National Conference and the state unit of the Congress to regain the ground they had lost seven months ago when their performance in the previous Assembly election. In that election the BJP had won 25 seats out of 37 in the Jammu region and it was but natural for the BJP leaders to be on cloud nine because during the last several decades the BJP had not been able to win more than 11 seats. The latest announcement from the central Government asking the state Government to identify 200 acres of land in Srinagar and Jammu for establishing two AIIMS. This announcement motivated the AIIMS Coordination Committee (ACC) to suspend its six-day Jammu bandh after the Union Health Ministry asked the state government "to identify pieces of land measuring approximately 200 acres each in Jammu and Srinagar" for establishment of AIIMS in the state.The ACC - an amalgam of over 70 social, political, trade and transport groups - is spearheading the agitation for a full-fledged AIIMS in Jammu. Accordingly the state government has directed the Divisional Commissioners of Kashmir and Jammu divisions to initiate the process to identify land "to set up equal facilities of AIIMS in the two regions"."The state government has received a commu-niqué from the Union Health Ministry, directing it to identify 200 acres of land each at Jammu and Srinagar for establishment of AIIMS. This is the first official document towards establishment of AIIMS facilities in Jammu and on the basis of this written communication, we have decided to temporarily suspend our bandh call till the end of the monsoon session of Parliament, The protest and the chain hunger strike would continue at the dharna site on the Tawi Bridge till the Centre issued a formal notification for establishment of a separate AIIMS in Jammu. Since the ACC has simply suspended the shutdown and decided to continue with the dharna and chain hunger strike it means that the ACC has not called off the agitation.This has made it mandatory for the central Government to initiate measures for establishing one AIIMS in Jammu besides the one in Srinagar.In fact what motivated the centre for giving its nod to the AIIMS for Jammu is the growing political instability in the state which was not conducive for dealing with threats from militants.Word had gone to the BJP high command that the party's state unit has been rattled and shaken by the massive peoples' support to the call for shutdown given by the ACC and if the demand of the people of Jammu was not conceded the only party that could face the wrath of the people would have to be the BJP. This also ended the prolonged delay on the part of the union Government in giving its nod to separate AIIMS for Jammu. Whatever may have been the outcome of this delay in central Government's green signal to the AIIMS project for Jammu the BJP unit in the region is said to have suffered severe erosion in its vote bank. And if the delay in conceding the demand of the Jammuites has given a chance to other parties, especially the Panthers Party, the Congress and the National Conference, to regain the ground they had lost in Jammu over seven months ago. Time has come for the NDA Government to initiate fresh measures for toning up governance by the PDP-BJP coalition Government in Jammu and Kashmir which could be possible if a hefty financial package was sanctioned for the state. |
