India politically, diplomatically and militarily
has been its main pass-time. Over the years Islamabad has been raking up the Kashmir issue when New Delhi has made it clear to it that since Kashmir was an integral part of India there was nothing to be discussed afresh.But Pakistan has not learnt any lesson and continues to raise the Kashmir issue whenever it finds it is convenient to hit India the hard..It may be called political needling.As far as diplomatic needling is concerned Pakistan's no to the policy of non-alignment has brought it closer to China,which has been India's main enemy since late 50's.And to keep China on its right side Pakistan has bartered away land in Gilgit,Baltistan and some areas of occupied Kashmir where China has started building its military bases.If,from time to time,Islamabad has been seen dishing out threats to India it has been the result of close proximity between Beijing and Islamabad.As far as the military needling is concerned it is reflected in the way Pakistani troops have been resorting to repeated ceasefire violations on the LoC and on the IB in Jammu and Kashmir. The frequency of these ceasefire violations have increased during the last one year and the reason being Islamabad wants to convey to Prime Minister, Narendra Modi,that it is not afraid of his 56 inches chest. And the latest instance of needling India is Pakistan's decision not to invite speaker of the Jammu Kashmir state Assembly to a meeting of Commonwealth Parliamentary Conference which was being hosted by Islamabad.And Islamabad has made a filmsy ground while supporting its decision to keep the speaker of the Jammu Kashmir Assembly out of the list of invitees.It has stated that since Pakistan does treat Kashmir as a dispute and it has not recognized the state's accession with India it has not invited speaker of the J&K Assembly to the Conference.And New Delhi had no other alternative but to dish out a valid threat. India has threatened to boycott a meeting of the Commonwealth Parliamentary Conference, being hosted by Islamabad from September 30 to October 8, unless Pakistan revoked its decision of not inviting the Speaker of Jammu and Kashmir Assembly for the meeting.A meeting of Speakers of all states has unanimously decided that India will boycott the meeting of the Commonwealth Parliamentary Union (CPU) if the J&K Speaker is not invited.The Conference of the speakers reviewed this issue and felt this was wrong. A decision was taken at the conference to write to the Commonwealth Parliamentary Association (CPA) Chairperson that if the J&K Speaker is not invited, India will not attend the meeting or change the venue.The CPA chairperson has been reminded that J&K was invited and had taken part in a conference in 2007.The meeting further resolved that the Chairperson and members of the Executive Committee of the CPA viewed this matter in all seriousness and insisted that Pakistan CPA Branch forfeit its right to host the 61st CPU Conference for not inviting Jammu & Kashmir CPA Branch to the Conference in violation of Article 8 of the CPA Constitution and that the venue of the Conference be shifted to another country. By not inviting speaker of the J&K Assembly Pakistan simply wanted to highlight the Kashmir problem in international fora.Since Pakistan has lost trust among several developed nations,especially the USA,it is left with no other option but to use every and any opportunity to keep the Kashmir issue in the focus of world attention.Several developed nations have lost confidence in Pakistan because of being an exporter of terror not only to India but to other western nations.This way Pakistan finds itself in isolation.It simply survives on military and economic aid from China.And to come out of its isolation Islamabad believes that by raking up the Kashmir issue in one form or the other was the only way to make its importance and existence felt in the comity of nations.Well New Delhi has opened its cards with complete confidence and strength.It has made it clear that if its demand was not conceded the Indian side may boycott the Commonwealth Parliamentary Conference which may not be welcome by other members of the Commonwealth countries because India has been a part of the Commonwealth culture right from the day the Conference took its birth.Indications are that other countries may put pressure on Pakistan to invite the J&K Assembly speaker failing which there are possibilities for changing the venue of the Conference in case Islamabad stuck to its stand.
