AIIMS in Jammu: Where is the order? | | | Early Times Report
JAMMU, Aug 9: The leaders and ministers of Bharatiya Janata Party (BJP) are leaving no stone unturned to claim that they have succeeded in persuading the Centre to sanction separate AIIMS for Jammu region and are making desperate attempts to "discredit" the AIIMS Coordination Committee, which is spearheading the agitation to seek full-fledged AIIMS for the Jammu region. It seems BJP leaders have forgotten that till date Centre has not issued any notification to establish separate AIIMS for Jammu. The only hint which Centre has given to establish separate AIIMS in Jammu is that it has asked the state government to identify land for setting up the facility in Jammu and Kashmir regions. Just two days ago BJP leaders took out a Dhaniwad rally in Jammu to thank Centre for assuring the people of Jammu that AIIMS would be set up in the region. Authorities lifted the section 144 to allow the BJP leaders to take out the rally and ensured enough protection so that BJP leaders don't face the wrath of people. Hundreds of armed policemen provided protection to the rally which jostled through different parts of the city. Members of the AIIMS Coordination Committee, including its chairman Abhinav Sharma and its founder members like former JKHCBA, Jammu, president B S Slathia, retd IAS K B Jandial, retd Judge Pavitar Singh, Narayan Singh, Professor Hari Om, Anan Sharma, Advocate Rajesh Thappa, Devinder Chowdhary, JKHBCA, Jammu secretary general, A P Singh, advocate Pawan Kumar Maini, and others while talking to Early Times said: "Authorities are using section 144 of RPC to crush the ongoing movement for the establishment of AIIMS in Jammu, but we will resist all anti-democratic methods being used by it to gag our voice." "The government of which, the BJP is a part on Friday lifted section 144 to enable the pro-Kashmir BJP to take out a rally in Jammu. This is the same government which imposes section 144 after the ACC decided to intensify its agitation and take out rallies in different parts of the city to express its thanks to the people for their overwhelming support to the six day long Bandh. The biased authorities made unjust distinction between the ACC and the BJP to create difficulties for ACC members…The ACC members are fully prepared to face the official wrath. The ACC shall achieve its objective at any cost," they added. "We resolve to further strengthen the ACC, which it is the need of the people of Jammu Province as political parties in general and the BJP in particular have ditched them to appease Kashmir and further promote its interest at the cost of Jammu region. We will maintain our unity and not fall in the BJP trap. We will defeat the BJP's policy of divide and rule," the ACC members said. In other words, they accused the BJP of using section 144 to crush the ongoing mass movement in Jammu region and declared that the ACC was fully prepared to face the official wrath and defeat the BJP policy of divide and rule and achieve their stated goal: Establishment of AIIMS in Jammu. But more than that, the ACC members, without any exception, admitted that the letter of Union Health Ministry didn't say that a separate AIIMS would be established in Jammu. Pertinently, soon after the Union Health Ministry asked the state to identify the land for AIIMs in Jammu and Kashmir regions, BJP leaders went into celebration mode with its leaders claiming that now when the picture has become clear that AIIMS would be established in Jammu, parties like NC, Congress and JKNPP are in deep frustration as their designs to mislead the masses have totally failed. "Opposition parties, including Congress, National Conference, and JKNPP are in 'deep frustration' as they failed to 'mislead' masses over the demand for setting up of an AIIMS in Jammu. The Union Health Ministry's letter asking the state government to identify 200 acres of land each for Jammu and Srinagar for 'setting up of AIIMS' has convinced the AIIMS Coordination Committee (ACC) that the issue is now settled. Still, these parties are trying to provoke people through misinformation campaigns. These parties are frustrated and their leaders can't even breathe properly as they are out of power," the BJP leaders said. Two things were manifestly clear from what the ACC and the BJP said. One, the Union Health Ministry's letter of August 4 only talks about identification of alternate pieces of land in both Jammu and Srinagar and it also talks about the establishment of one AIIMS in Jammu and Kashmir. Two, what the BJP leaders said was yet another attempt on the part of the party to mislead the struggling people of Jammu region. The fact is that there is no order to the effect that an AIIMS would be established in Jammu. If the state BJP really meant what it said, he should bring a written order from New Delhi that unambiguously says that a full-fledged AIIMS will be established in Jammu. The very fact that the ACC has resolved to continue with its dharna and chain hunger strike programmes should clinch the whole issue and establish that the BJP continues to take recourse to politics of bluff and deceit. The ACC is simply waiting for that day, when the Union Health Ministry would issue the notification under the 2012 AIIMS Act, which would specify the name of the place where the proposed AIIMS shall be established. |
