Army, civil administration start restoration work in flood hit Ladakh | | | Early Times Report
LEH, Aug 9: Heavy rains and flash floods since last one month have created lot of devastation and destruction in Ladakh region. The flash floods inundated roads, submerged villages, damaged bridges and caused havoc during prime tourist season affecting trade and commerce in the Himalayan region. The region witnessed unprecedented heavy rains coupled with mud and rock slides resulting in sudden increase in water levels in almost all water bodies. Large stretches of roads got washed away thereby severing lines of communications and a number of people being stranded. Vital bridges near Achinathang, Biamah and Khalsar were also washed away which resulted in a number of villages being cut off. In addition, 250 tourists at Upshi and 150 tourists at Khalsar were stranded. At Biamah village, a crucial bridge and 25-30 houses got washed away. The troops of Indian Army swiftly launched large scale rescue and relief operations in all flood affected areas to save precious lives. However the Army units swiftly came to the rescue of the people by swinging into action and went about restoring lines of communication as a priority task. In doing so, Army engineers were pressed into service for road repair, construction of temporary bridges, culverts and clearance of debris. Army established a relief camp in the village where food, medicines and other supplies were distributed. In addition, tents, mattresses, sleeping bags and blankets were distributed. In the Nubra valley, Khalsar village was cut off due to the bridge being washed away. A relief camp was established at Khalsar, where food, medicines were provided to the civilians. Tentage along with blankets and mattresses were also provided to the people. The entire road of Mangu was washed away a week before by the floods and it is being restored. The restoration work has started from today morning and expected to clear by tomorrow. For restoration of headworks and irrigation khuls, the CEC LAHDC Leh, Rigzin Spalbar who visited Mangyu area to assess the damage directed BDO Saspol and engineers of I&FC to visit all the affected sites today with the Sarpanch Mangyu and start the temporary restoration works immediately. He also directed engineers of PHE to ensure early supply of drinking water to the villages and also PDD engineers to restore all the uprooted electrical poles at the earliest to restore electricity in the village. Spalbar also issued directives to I/C Tehsildar Saspol to do fresh assessment of property lose in the village at the earliest. At Ney - Umlung some people lost their newly constructed house completely in the flood and CEC assured the family for giving Rs. 50,000 assistance from Council and advised them to start the construction of new home at a safe place assuring all possible help from council. At Wanla village huge number of standing crops, 3 residential houses were completely washed away in the flood and likewise. In Shila 2 residential houses with agricultural land got damaged completely, moreover around 16 houses were partially damaged in the flood and also met with 16 affected families of Shila who are shifted at High School Wanla. In Nobra valley 29 houses in Khalsar village, 1 house in Lakjung and 2 houses , in Yulkham, 4 houses in Yulkham village and in Kyagar 6 houses, while in Sumoor 2 houses were completely damaged and 40 were filled with debris from mudslides. In villages across the region, there is heavy damage to irrigation canals, agricultural land, foot bridges and road networks. At Tsati, villagers have submitted a memorandum to DC to carry out restoration work immediately. At Tirit, a culvert has been damaged, which has diverted the stream water to the village. The powerhouse in Sumoor is filled with water and mud. As a result, there is no electricity in Sumoor and adjoining areas. Meanwhile the DC Leh Swagat Bishwas who toured the Nobra Valley to assess the losses has instructed deputy registrar-cooperatives and AD-CAPD to provide free ration to those affected by the floods, who have been accommodated in respective village community halls. He has also asked Accounts Officer Leh to provide tents and other necessary items. He also directed Ex En and SDM to arrange for JCBs for the necessary works and the DC has assured them that the token money will be available with SDM, Nubra. The DC also directed the BDO to carry out works to construct footbridges under MGNREGA. Further, he directed the revenue department to make a detailed assessment of the damages to agricultural land and houses and submit the report to the DC Office at the earliest for further action. |
