Corruption decreases, favouritism increases in Edu Deptt:SEECC

Kathua, Aug 9: School Education Employees Co-ordination Committee (SEECC) today alleged that while corruption had decreased in Education Department, favouritism had increased.
The committee held a meeting of officers/teachers to discuss the burning issues of corruption, favouritism, regularisation, rationalisation and screening test of ReT (Rehbar-e-Talim) teachers.
In the meeting officers and teachers expressed their views in detail. Addressing the participants, Amar Nath Thakur, provincial president of SEECC, Jammu, said that corruption which was at its peak in education department in the past, had now come down. "The higher authorities are honestly working with free hand to provide justice to all but some elements are still active to victimise the officers and teachers in the name of transfers," he claimed.
He said that some elements were also active in defaming the honest officers and officials.
Five education zones are hanging zones, no sanctioned staff is available and same is condition of CEO office at Kathua and without attachment, work of these offices would paralyse, he said and added that CEO Kathua on the request of SEECC had got the inquiry conducted of ZEO office Malhar where the 10 pc GPF of ReT teachers under NPS was not adjusted since March 2010 to May 2013. A ten point inquiry report submitted by committee states that nearly Rs. 35 Lakh has been traced out of 46 ReT teachers and would be got adjusted, Thakur said.
Director school education Jammu has transferred 293 lecturers, 44 headmasters and 380 masters in order to provide teaching staff to schools, he said and demanded cancellation of 46 adjustment orders of lecturers who had been given favouritism in adjustments and adjusted against the posts of teachers of science and other subjects which would be a great injustice with students and the claim of department to rationalize the teaching staff had fallen flat.
He said if the orders were not cancelled, the matter will be taken up with Education Minister. He alleged that favouritism has reached at so high level that two orders of lecturers and masters have been issued within four days. In order to adjust a teacher, Master Balbir Singh of middle school, Hote Zone Lakhanpur Kathua has been transferred to HSS Malanoo Doda which is a great injustice as he had been transferred to Doda for the second time.
Speaking on the occasion, Yog Raj Singh requested the education minister to regularise all the CEOs, principals, ZEOs, lecturers and headmasters by implementing SRO 481-Edu-of 2010 dt 30.12.2010. He also requested director school education Jammu to review the process of collecting APRs from different districts of Jammu province. A delegation of SEECC already had appraised director in this regard on 22.07.2015 and submitted a memorandum. Surjit Singh said that rationalisation of teaching staff in all schools is must to provide justice to students in rural and far flang areas. He criticised the department for providing extra teaching staff in cities, towns and roadside schools, ignoring the teacher-pupil ratio.
He demanded 50:50 ratio of male and female teachers in cities, towns and roadside schools to provide equal chance to male teachers to serve in city schools. All the speakers criticised the screening test of ReT teachers, saying if the degrees and certificates of some ReT teachers are found fake and forged, action under law must be taken but defaming all ReT teachers and teaching community in the public is not tolerable as it is an insult of all teachers.
They extended full support to ReT teachers in this struggle for self respect. In fact government should stop mass promotion policy and trained untrained teachers, conduct regular workshops to bring improvement in quality education.
Others spoke in the meeting were Bansi Lal, Tara Mani, Tara Sharma, Bharat Bhushan, Kuldeep Singh, provinical chairman of SEECC, Ashwani Sharma, Balbir Singh, Manohar Singh and Des Raj.
