Div Com orders inquiry, directs Director RDD to furnish report | Row over promotions in RDD on fake/unverified certificates | | Sumit Sharma
Early Times Report
Jammu, Aug 27: Taking the cognizance of the report published in the Early Times, Divisional Commissioner Jammu Pawan Kotwal directed Director Rurual Development Department to furnish his report into promotions over alleged fake documents. 'Early Times' in its edition dated 10 July/2015, carried a report titled "RDD violates GAD Circular; promotes 23 Gram Sevaks as BDOs". In the news report it was also alleged that 23 Village Level officers were promoted from Gram Sevak to Inspectors and then BDOs with 2 years. As per communiqué to Director Rural Development Department vide No. 901/CC/Jammu/487-88 dated 4.8.2015,the Divisional Commissioner Jammu directed the former to submit the factual report against the news item regarding alleged promotions in RDD on fake /unverified certificates. Pertinently, Early Times had reported that 23 Village Level officers were allegedly promoted from Gram Sevak to Inspectors and then BDOs with 2 years. In the news report it is also mentioned that these promotions were done on the basis of acquiring of higher educational qualification by the officers but some of the degrees submitted were from such universities which do not have affiliation with UGC. Moreover in the news report it is also alleged that these promoted officers have not even taken prior permission/sanction from the HoD before acquiring higher qualification. The report also alleged that the Rural Development Department is likely to promote at least 25 more officers on the basis of acquiring such degrees from different universities which is also violation of SRO issued by the Higher Education department. Neither the Universities nor their degrees were validated/authenticated by the university of Kashmir or Jammu ; which is a pre-requisite in Jammu and Kashmir state for honouring any degrees obtained from different universities under Distance Education Mode. Further, the RTI activist Raman Sharma sought the probe from the office of the Office of the Divisional Commissioner Jammu. He urged that No further promotions should be allowed without proper verification and without following and adhering all norms/rules. |
