As Khanday refuses to bend

Srinagar, Aug 27: Hectic lobbying has begun for the top post of the State administration after incumbent Chief Secretary, Iqbal Khanday refused to reconsider his voluntary retirement plan.
Several senior officers are lobbying hard for the post even as the cabinet meet was assisted by BR Sharma as Khanday opted to stay away from the meet.
Sharma's assistance gave rise to speculations that he may be entrusted the job of the top babu. However, hectic lobbying which by and large is communally motivated has begun to keep him out. Sharma is at serial No 5 in the seniority list.
Other officers who can occupy the post are Dr. Arun Kumar, Financial Commissioner Revenue, a 1979 batch IAS Officer to retire in December 2016 and his wife Sonali Kumar, Chairperson of J&K Tribunal, also a 1979 batch officer to retire in November 2015.
However, Arun Kumar is unlikely to make it to the top post because of his role during the Amarnath Land Row.
The sinister campaign against the aforementioned officers may ultimately pave way for Khurshid Ganie's journey to the top post.
Ganie topped the civil service examination in 1980 but is retiring in April 2016. Precedents do not warrant appointment of an officer as Chief Secretary who is retiring in five or six months. However, to overcome the embarrassment caused by Khanday's decision, Ganie may occupy the only room at the top. This will satisfy forces in the coalition who want a Muslim Chief Secretary.
Several ministers objected to his mode of working. Khanday was to retire in November but put in his papers for an `honourable exit'.
News stories are appearing in newspapers at the behest of vested interests claiming Arun Kumar and Sonali Kumar can't make it to the top post.
This is not the first time when a Chief Secretary has quit pre-maturely. Earlier, Sudhir S Bilorea and BR Kundal have also resigned from the top post for different reasons.
