Fate of Shrines, Temples Bill uncertain | | | Early Times Report
JAMMU, Sep 20:The apprehensions still exist over the passage of Kashmiri Hindu Shrines and Temples Bill in the Autumn Session of State Legislature beginning in Summer Capital Srinagar in first week next month. Though all KP organizations including Pt. Prem Nath Bhat Memorial Trust spearheading the ongoing movement for the passage of Kashmiri Hindu Shrines and Temples Bill are pressing hard for its passage in the coming session of the Legislature but no positive signals have come from the coalition side in this regard creating doubts among the minds of the minority Hindus from Valley who are concerned over the state of the shrines and temples in Kashmir as they lack proper care and attention after the mass exodus of the community from Valley in 1989-90. According to sources the KP organizations including the Prem Nath Bhat Memorial Trust, Joint Forum of KP organizations, Kashmiri Pandit Conference and All Parties Migrant Coordination Committee (APMCC) are pressing hard to Government regarding the passage of the Bill in the coming session but both coalition partners PDP and BJP are maintaining a stoic silence over the issue. The KP organizations besides the alliance partners are roping the opposition National Conference (NC) Congress, CPI (M) also seeking their support for the passage of the Bill for protecting the Hindu shrines and temples in Valley which are not only the religious places but ancient heritage signs and their preservation and protection is must for the posterity, sources said, adding that the leaders of these organizations however have many apprehensions over the role of the government which except giving verbal assurances to the delegations has failed to come with a policy decision on this vital and sensitive issue. Kashmiri Hindus apprehend that further delay in the passage of the Bill will strengthen the anti social elements in the Valley further in grabbing the shrines land. They said already hundreds Kanals of the land belonging to these shrines has been grabbed and sold by the land mafia. The main cause of concern for the Kashmiri Hindu organizations is that in opposition both PDP and NC support the Bill but once taking the reigns of the Government they adopt avoiding tactics. It was during the 2003-04 when NC was in opposition its Party leader and former Finance Minister Abdul Rahim Rather introduced the Bill in Assembly which was not put to vote as the then Congress-PDP Government assured to bring its own Bill. Later the coalition introduced the Bill but it never became the law as the parties were not sincere and they were playing in the hands of those agencies who manage some income generation shrines in Valley and they have developed vested interests in it. The KP organizations have now sought the direct intervention of Union Government to settle the Hindu shrines and temples issue and a delegation of the community today submitted a memorandum to Union Minister of State in PMO, Dr Jitendra Singh in this regard.
