In absence of MD, problems plague Corporation
Dark future awaits JKPDC

Srinagar, Oct 22: The J&K Power Development Corporation (JKPDC) is plagued by a host of serious problems because of absence of a Managing Director.
Not only many national level projects are lingering as companies are backing out but also the scheduled restructuring of JKPDC has come to a grinding halt, said sources.
Most of the power projects including Sawalkote-HEP with capacity of 1856 MW are far from completion even after 12 years. The project was handed over to L&T Limited, a national company in 2002, and was estimated to be completed within a period of 20 months. But even after a lapse of 12 years, the project is still in infancy mode. "There is an authority like MD who could have made the company accountable for failing to meet the deadline," said sources.
Similarly, another project, Rattle-HEP with a capacity of 850 MW is also lingering after one Hyderabad-based Company GVK backed out and left the project halfway for unknown reasons.
The details reveal that without any highest decision making body in the Corporation many other projects are yet to be formally allotted to the companies even as tendering has taken place.
The JKPDC handed over its restructuring to Earnst & Young Consultancy in 2013. The consultancy submitted its report but formal orders for the proposed work were to be given by an official of the rank of MD only.
Official sources said that in absence of any decision making body, not only works undertaken are getting delayed but also such a situation raises cost escalation of the projects undertaken.
It was in March 2014 when the JKPDC was headed by a full-fledged MD and since then additional charge is given to Principal Secretaries.
Sources said that due to lack of manpower, the JKPDC picks up staff which includes engineers from other departments like PHE, Irrigation and R&B on deputation basis. This process adds to loss to the Corporation in the long run, said sources.
