NC hates everything Indian, barring Indian currency | Omar "distorted" Instrument of Accession | | Early Times Report
JAMMU, Oct 22: Working president of the Kashmir-based NC and Leader of Opposition in the Assembly Omar Abdullah on Wednesday fed wrong information to the visiting delegation from the Canadian High Commission led by Jess Dutton, Deputy High Commissioner of Canada to India. He not only sought to internationalize the J&K issue and charged New Delhi with eroding the State's special status by extending certain Central laws to the State, but also distorted the Instrument of Accession under which the State acceded to India on October 26, 1947. The Instrument of Accession signed by the Maharaja of J&K was similar to one signed by other 560-odd princely States and it is an established fact. Omar also reiterated his earlier nasty stand that J&K only acceded to India and not merged with it and told the visiting delegation that the State had acceded to India on the condition that Delhi will have jurisdiction only over defence, foreign affairs, communication and currency and leave every other thing to the care of the State Government. "This accession was on the basis of an understanding while all other states acceded and then merged. But J&K acceded on an instrument of an understanding that was based on defence, foreign affairs, communication and currency and as such everything else would be the domain of the State. But over the time, this has been whittled down," he told the delegation, which met him at Srinagar. He told a white lie to the visiting delegation when he said that subject of currency was also part of the Instrument of Accession. Currency was not part of the Instrument of Accession and it can be seen from the document which is available and easily accessible. The Instrument of Accession had clearly unequivocally said that India shall retain control over defence, foreign affairs and communication and manage other affairs of the State in consultation with the ruler of the State/State Government. "The power of the (Indian) Dominion to make laws is restricted to the matters mentioned in the Schedule namely Defence, Foreign Affairs and Communications and a few ancillary subjects specified in the schedule. For all other matters concurrence of the State Government was essential," says the Instrument of Accession. It is clear that he distorted the Instrument of Accession with a motive and his motive was to mislead the visiting delegation. As for his accusation that New Delhi undermined the special status of the State by extending certain Central laws or by bringing the State under the jurisdiction of certain Indian institutions, including the Supreme Court, Election Commission of India and Auditor and Comptroller-General, less said the better. Suffice it to say that New Delhi till date has not implemented a single Central law in the State without the concurrence of the State Government. Even the NC-prepared Autonomy Committee report unambiguously says that the Central laws were introduced in the State with the consent of the State Government. So much so, at least 13 Central laws were extended to the State during the regimes of Sheikh Abdullah and Farooq Abdullah. The fact of the matter is that Omar Abdullah, like other Kashmiri leaders, hates everything Indian, except the Indian currency. It is disgusting that we have in the State persons like Omar Abdullah who play communal card to hold the Kashmiri Muslims aloof from the national mainstream and enjoy unbridled powers. It is also disturbing that New Delhi has utterly failed to rein in those in Kashmir who distort facts to create ill-will between the people of Kashmir and rest of Indians. |
