Jammu, Oct 22: J&K Estates department which is already embroiled in controversies on many facets of allotting accommodation has distinction of having abnormality and wrongdoings on one more front- some employees working on same posts and same positions for many years. In what can be seen as a well organised nexus, such employees pave way for corrupt practices and irregularities at many levels, in brazen violation of prescribed norms.
Sources said one such case is that of one of employees in Jammu who is working on same post and place for the last over three decades and no authority worth the name has dared to change his place of posting, thanks to well developed nexus he has managed over the years between the officers of the department on one hand and contractors /business suppliers on the other front. Working on post of clerk cum cashier by the name of one S Kumar , the said employee is said to be all powerful in the Estates department for not just facilitating allotments in choicest of government accommodation in both the state capitals but also in ensuring select and special quality of furnishings to the allottees of the accommodation.
Sources said the said employee has developed a strong nexus at various levels which facilitates those in business of repairs, renovations of bunglows, flats of the government meant for officers at the high level as also those for ministers in VVIP areas. In the nexus that paves way for hefty commissions for the officers at various levels, this staffer earns hefty money for himself too as the maintenance works per year which Estates Department indulges in runs into a huge expenditure of crores of rupees, sources said.
Sources said that on account of skilful strategy of working as conduits between various channels involved with the working of Estates department, the said employee has established influence and authority with the power circles over the years. On account of this good will and influence with the powerful lobbies, besides making a good earning for all concerned and for himself too, he enjoys the privilege of no transfer and minds no promotion for strong vested interests. From orderlies and peons to high ranking officers, the said employees is therefore all powerful, perhaps more than the seniormost officials at the helm. |
