OFC laying work hits normal life at Banihal

Banihal, Dec 26: The optical fibre cable (OFC) laying work has hit the normal life in Dooligam and its nearby villages. The OFC is being laid by M/s Sterlite Technologies on Dooligam-Banihal link road. Due to the digging of this road, the muck is scattered all over it, creating problems for vehicular operators and pedestrians.
Locals alleged that on several stretches of the dug road, the pits had not been filled by the company. The road needed immediate repairs, they said.
Quoting an agreement which the company had signed with J&K PWD, official sources said the road was to be dug manually to lay OFC, but the company had engaged JCBs for the purpose in violation of the agreement.
The executive engineer of PWD sub-division, Banihal, was said to have written a letter bearing No 525-28/SDB on November 4, 2015 to Banihal police station for lodging of an FIR against the company for violating the agreement, but police were yet to take any action in this regard. There also existed a nexus between PWD and the company, alleged Shah Nawaz Ahmed Khanday, a local. The locals have threatened to block the national highway if the road was not repaired at the earliest. They also alleged that against the PWD permission of digging only 1 mt of road, the company was digging extra road.
It was also allegedly mentioned in letter that the company had left many road stretches unrepaired and dumped huge muck by the road. This was causing hindrance in traffic movement on the road, the latter said.
Sources said PWD officials had also asked the company to executive the work as per agreement and disengage JCBs.
The locals today made a protest against the company and PWD department for the worst condition of Doligam -Banihal link road. They alleged that despite their repeated requests to it, the department concerned had not asked the company to carry out the requisite repairs on the road.
