Health sector in JK suffers adversely for Drug Policy | GoI directives, cabinet decisions thrown to winds | | Javaid Naikoo Early Times Report
Jammu, Dec 26: Health Sector of state continues to suffer adversely for want of a Drug Policy as the incumbent government ignores union government directives to check supply of spurious drugs and implement the new Drug Policy. Many measures announced to revamp Health sector after new union government led by Prime Minister, Narendra Modi were formed and directives were send to Jammu and Kashmir government as well for implementation and consideration on priority bases. However, according to sources prevailing inefficiency among staff members to make good use of union government policies and resources of well being, political rivalry and direct interference of multinational companies in issues related to implementation of Drug Policy continues to keep Health sector of state on the back foot. In order to tackle the menace of sale and supply of substandard drugs, union government according to sources has directed all state governments including Jammu and Kashmir to provide for more stringent penalties for manufacture and trade of spurious and adulterated drugs. For making provisions in the Drugs & Cosmetics (Amendment) Act, 2008 union government has directed for setting up of Special designated courts for speedy disposal of cases to deal with the cases of offences under the Drugs and Cosmetics Act, issuance of guidelines for taking action on samples of drugs declared spurious in the light of enhanced penalties under the Drugs & Cosmetics (Amendment) Act, 2008. Orders were also issued for initiation of Whistle Blower Scheme to encourage vigilant Public Participation in the direction of Movement of spurious drugs. Above all union Government also assured to provide assistance for upgrading of testing facilities and establishing new drug testing laboratories under the Capacity Building project through World Bank so as to enhance the capacity of the laboratories to test large number of samples. In 2012 then state government despite announcing that it will implement a new drug policy in Jammu and Kashmir after March 31, 2013 to curb menace of substandard drugs across the state merely ended with chaos and confusion among common masses. It was after a cabinet meet gave its nod to implement drug Policy, then Congress Minister Sham Lal Sharma despite formally announcing that drug procurement was ready, however sources associated with Drug Business at national Level informed Early Times that various national level pharmaceutical companies directly used their influence to stop implementation of Drug Policy in the state by approaching Politicians. According to sources in one report of Drug and Food Control Organization (DFCO) Jammu and Kashmir there has been an increase in Marketing of substandard drugs to the state and in 2010-2011, around 21 drugs were found of substandard nature, while as in 2013-2014 the number reached to 138 and still Government is lenient to implement drug Policy. Amid tall claims of revamping Health sector of state, Minister of state for Health, Asiya Naqash earlier this year in one conversation with Early times said that state government is contemplating to implement Drug policy based on the pattern of Punjab government and in another conversation Naqash said that state government was waiting for announcement of union government Drug Policy for all states to implement the same in Jammu and Kashmir. Despite repeated attempts Minister of state for Health, Asiya Naqash could not be contacted. |
