TD executing wing violate Codal formalities | Exceeds power limits up to 1000 % of original estimates | | Arun Singh Early Times Report
Jammu, Dec 26: Some senior officers of the Executing Wing of Tourism Department exceeded their powers while carrying out various construction works for tourism department across the state in excess of the original estimates without following the Codal formalities. Sources told Early Times that there are standing norms of exceeding the work of original estimates upto 5 % but strangely, the executing wing of Tourism Department carried out over 200 construction works by exceeding their powers vested with it ranging 6% to 1000% thereby undauntedly violating the extent of 5% allowed to the exceeding wing on the original estimates approved by the department. "As per the delegation of financial powers, the Chief Engineer, Superintending Engineers and Executive Engineers are empowered to sanction excess to the extent of five per cent over the original estimates. But it was found that excesses over original estimates had been allowed beyond the permissible limit of five per cent in 213 works and the excess ranged between six to 1000 per cent in disregard of the above provisions," they alleged. Shockingly, the execution of additional/ extra quantities of different components of works against sanctioned estimates was allotted on approval basis to the same agencies/ contractors beyond the permissible limits without ensuring competitions through tendering process, they maintained. In order to substantiate the statement of facts, an example was cited in case of Pahalgam Development Authority where total 15 works were carried out having original cost Rs 3.44 crore as per approval but the executing wing went to the extent of incurring an amount of rupees Rs 4.60 crore which were spent exceeding 12 to 316 percent limit vis-a-vis five percent. Similarly in case of Surinsar-Mansar Development Authority three construction works were carried out having original cost of Rs 32.22 lakh as per approval but Rs 59.85 lakh were spent exceeding 29 to50 percent. In case of Lakhanpur Sarthal two works were given approval 20 to 36 percent. |
