| Kashmir Solution - Options before India | | | R.B. SURI
To settle the Kashmir tangle, both India and Pakistan should have the will to clinch the instant issue with full determination. People of Kashmir are also a factor.
Entire J&K, including PoK, came to our side on partition of the country but unfortunately the Rulers of newly created Pakistan did a fraud with India thereby sending its military personnel and the Qabalies to our soil illegally and created the massacre and all nuisance and created the dispute intentionally with malafide intention just to create unrest in our country.
Since then, we are facing this all nonsense. Turning to discuss the solution to the instant problem, I am to mention here that there is a correlation theory - To every problem there is a solution also as the problem cannot exist without a solution and at the same time the solution cannot exist without any problem.
Option -1
First of all both India and Pakistan will have to remove the barriers between PoK and J&K. For coming and going in these areas, there should not be any requirement of travel documents. When one from these areas wishes to travel in Pakistan or India , he would be under obligation to acquire the travel documents from his nation. This system be allowed to function for at least 5 years. Let the people of the said areas freely meet and understand each other and transact the trade and business. Let me tell you more than 80 pc of people of PoK and 60 pc from Kashmir still opt for India. Under these circumstances, there will be no need for referendum, the demand for which has often been raised by Pakistan, as the PoK people, through their anti-Pak rallies and protests, have already shown their consent to live with India.
Second Option
Dr. Farooq Abdullah suggested that PoK should remain with Pakistan and Kashmir with India and LoC be converted to International Border (IB). He also said that "when Vajpayee went to Lahore in bus, he spoke to Nawaz Shrief and suggested the same which I am saying that you (Pak) take this (PoK) and we (India) will keep that (Kashmir)".
This evoked the hue and cry among the BJP people who started spiting venom against Dr Abdullah. According to him, it is not digestible to them. On 2nd December, Dr. Abdullah while briefing the media persons at Srinagar dared and asked the BJP led government at the Centre to take PoK from Pakistan militarily. He once again asked BJP why they were enraged with his statement on solution to the Kashmir problem when the same solution was suggested by then Prime Minister A B Vajpayee.
Third option
I want to draw the attention of the readers that in 1994, a unanimous Resolution was adopted in Lok Sabha which read here as under:-
" One third area of Jammu and Kashmir State now under the illegal occupation of Pakistan is an integral part of India and it shall be vacated."
On this score, then Prime Minister Vajpayee warned Pakistan to remain within its ambit otherwise be prepared for a war - Aar Ya Paar . While passing the Resolution, in question, no time limit was framed. 21 years have gone just for nothing . Pakistan did not mend its ways up to this time and instead made several ceasefire violations in the past.
Situation now demands that some concrete solution to the problem of Kashmir should be devised so that J&K people heave a sigh of relief. If a suitable and acceptable solution is found out then lakhs of rupees which are being spent on the defense would be saved and the same would be deployed for the upliftment and welfare of our countrymen. GOI may apply its mind on the options to clinch the issue involved . To me the proposal of then PM Vajpayee could be the best proposal in order to settle issue once for all as also to avoid the nuclear conflict between India and Pakistan in the subcontinent . At present the BJP led government at the Centre is capable of doing the things in the country's interests and is in a position to settle the Kashmir tangle once for all as there is no threat to dislodge the National government at the center from any side.
Kashmir dispute is a brain child of the British government rather it is the creation of Lord Mountbaten who was the Viceroy of India at the time of partition.
Prime Minister Narender Modi should apply the mind coolly to the issue involved for which he is fully determined to settle once for all during his tenure as the Prime Minister.
It is really good that the talks between the 2 nations had already begun at the NSA level in November this year. Also pertinent to mention here that the Foreign Minister of the country Sushma Sawaraj also visited Islamabad and met the PM Pakistan Nawaj Shrief and his aide Sartaz Aziz in December. Not only this , the talks between the two nations at the Foreign Ministers level have been fixed for 15 January next year.
The political parties and separatist organizations have also welcomed the talks between India and Pakistan. Modi gave the surprise to the entire World by landing at the Lahore Airport on 25 December . He went to the residence of the PM Nawaz Sharief and met his family members including the mother of PM Sharief on the eve of the marriage Ceremony of the grand daughter of the Pak PM. By visiting Lahore surprisingly ,PM Modi has shown the great respectability for the Pak PM Sharief . This gives the conclusive impression that Modi wants to solve the Kashmir issue once for all in the days to come .
