PHE fails on re-alignment of pipes | Crores go down the drain | | Arun Singh

Jammu, Jan 15 : The Public Health Engineering Department has failed to work out the technical feasibility of laying water pipes resulting into re-alignment of the pipes, sending crores down the drain. Sources revealed to the Early Times that about over 200 cases in six PHE divisions of the State, did not care to chalk out the physical viability of laying water pipes which is an essential exercise required to be undertaken by the department before carrying out such kind of projects to ensure optimum use of public money and to avoid subsequent problems leading to controversies. "Due to negligence of the PHE Department, the drinking water pipes were to be laid after considering their technical feasibility, requirement for designed population, design period, security of public infrastructure and avoidance of encroachment to the public/ private properties," they said. They added that the details related to the private/ public issues about their land involved for laying the pipes were not sorted out beforehand, which has virtually let to incurring unnecessary expenditure to the tune of Rs 1.60 crores as the original pipes were laid improperly and on the basis of inadequate/ faulty surveys/ designs thereby indicating the sheer carelessness and act of irresponsibility which the department officers must otherwise feel as a sense of belonging for the department instrumental for their livelihood. However, the charges on account of re-alignment of pipes were borne from the respective schemes of the State Government giving gigantic jolt to state exchequer, sources informed. |
