Amid complaints of interference, GAD recalls personal staff of ex-Ministers | | | ET Report srinagar, Jan 15: Amid complaints of "undue political interference", the General Administrative Department (GAD) has started to recall the personal staff of the ex PDP-BJP Ministers from the previous Cabinet led by Mufti Mohammad Sayeed. Sources said in the first instance, over two dozen gazette officers working as Special Assistants and Private Secretaries have been asked to report back to their parent departments. Sources said decision in this regard was taken after the formal imposition of the Governor's rule in the State of Jammu and Kashmir on January 9. "Actually there was no immediate plan to recall any personal staff of Ministers in the previous Government but the process had to be started following complaints that some Ministers of the previous Cabinet Minister continue to poke their nose in the administrative affairs during the Governor's rule through their personal staff," said a top official pleading anonymity. Sources said the first big complaint was about a former Minister from the previous Mufti led Government, who tried to pressurize the Jammu and Kashmir Project Constructions Corporation (JKPCC) to allot work amounting to Rs 25 lakh to his political worker from Chanapora area of Srinagar "without any tendering and quality check." The Minister, as per insiders, told the JKPCC officials that he would be "back to power within a fortnight." Though one of the officials, a close relative of the former Minister, was willing to go ahead with the "Sufarish", others resisted saying "JKPCC is not anyone's personal fiefdom." "The matter finally reached the Governor House," the sources said. In another instance, the personal staff of a former Minister had called a senior official in the Government Medical College asking doctors to take "extra care of his relative undergoing treatment in the Government hospital." However, the personal staff of this Minister, otherwise known for unleashing reign of terror during hospital visits, when he was in power, was this time sober. "We couldn't believe to our ears how humbly the staff of this Minister was speaking to us," said a senior official. Sources said some of the Ministers were serious to know from various head of the departments about the progress of works they had allotted during their regime while others wanted that the transfers be put to halt till they "come back to power." Amid growing complaints of political interference, sources said the GAD received a nod from the Raj Bhawan that Government should start repatriations of the personal staff of Ministers in the previous Government. "Basically, given the fact that the new Government would assume charge in the coming days we don't want disturb the system as was established. But recalling some officials was done to give a piece of mind to those who feel they are still in power," said an official pleading anonymity. Soon after the imposition of the Governor's rule the Government has recalled all the vehicles allotted to the Ministers of the previous Cabinet while their nameplates were subsequently removed from the offices chambers of the Civil Secretariat. |
