Amid BJP, PDP yes, no, Guv may dissolve LA

Srinagar, Mar 20: The government formation which a few days ago seemed a reality is running into a rough weather after BJP's "big no" to the assurances being sought by the PDP chief Mehbooba Mufti on certain important issues.
Nevertheless, the assurances had been given to Mehbooba by none other than the Prime Minister Narendra Modi during their recent teta-e-tete meet in New Delhi where almost the deal was finalised. The meeting was followed by another one between Mehbooba and BJP chief Amit Shah and perhaps, the ice failed to melt in the same.
"We are not going to settle on less than the announcement on certain CBMs," a senior PDP leader said, wishing not to be named. "Our party chief stands by her commitment of resuming the alliance on one pre-condition that is to seek assurances on various issues from the Centre. If no assurances, then no alliance."
Sources said that BJP is adamant and doesn't want to give further written assurances as the party believes Agenda of Alliance worked out by the late Chief Minister Mufti Muhammad Sayeed and top BJP brass in New Delhi was supreme. BJP on Friday asserted that any expectations from the PDP could be met only after the new government takes over in Jammu and Kashmir. "We are not ready to accept any new demand. Whatever expectations are there, would be possibly fulfilled only after formation of a government," BJP general secretary Ram Madhav told reporters in New Delhi. "It's not possible to form the government on conditions," he added. He spoke a day after Mehbooba met Amit Shah in Delhi.
Madhav also said that the stalemate in government-formation in Jammu and Kashmir was not because of the BJP but due to the PDP. "The prevailing situation in Jammu and Kashmir is not because of us. After Mufti Saheb's death, PDP had to choose a leader for the chief minister's post," he had said. PDP with 28 MLAs and BJP with 25 members had formed an alliance on March one last year with Sayeed as the Chief Minister. Both the sides had formed an "Agenda of Alliance" which sought to address internal and external dimension of the state. A senior PDP leader said that they want assurances on return of power projects, reconciliatory approach with Pakistan and also on holding talks with the separatists. "The past one year has been dull as we couldn't do much on the promises made in the AoA. That's why there is a need for written assurances and framing a fresh document on that before resuming the alliance with the BJP," he said pleading anonymity.
BJP on the other side believes giving any sort of concessions to PDP would amount to surrendering national sovereignty. "No more concessions, AoA is final. PDP must understand it. If they won't, let there be stalemate," he said. Pertinently, Assembly is bound to meet on the April 9 as according to the constitution, there can't be a gap of six months. In case Assembly fails to meet, the Guv has to take a stand.
