Race for DGP's post begins | | | Early Times Report Jammu, Mar 20: As the incumbent Director General of Police (DGP) K Rajendra 1984 batch is all set to attain superannuation on September 30, 2016 after having served the state for more than 32 years, the race for the top post in the Police department has begun. Police sources told Early Times that senior officers, who are in the fray, have started meeting the politicians, to stake their claim for the coveted post by highlighting their achievements. Sources said when PDP-BJP government was ruling the state one of the top police officers had met the then Deputy Chief Minister Dr Nirmal Singh to seek his support. According to the details available with this newspaper S.K Mishra is the senior most officer in the list and he is followed by Dr S Gopal Reddy IPS of 1985 batch. Dr Reddy is set to retire seven months after incumbent DGP K Rajendra attains superannuation. "There are some more officers of 1986/1987 IPS batch who are also eyeing the top post. Some of them believe if former DGP Kuldeep Khoda was preferred over seniors why can't they be?" sources claimed. They added, "They are in so much of hurry that they want incumbent DGP to be sidelined even before his retirement as they believe that if S K Mishra becomes the DGP then their chances to hold the top post are bleak." Another top police officer Navin Agarwal is next senior officer after S K Mishra. Agarwal who is of 1986 batch is followed by V K Singh 1987 batch who would retire in 2021. Chances of Singh becoming the DGP are not that bright as he would also be attaining superannuation in 2021. He is followed by S M Sahai who could become DGP in 2021 provided procedure to appoint DGPs on the basis of seniority is followed in letter and spirit.. "Some aspirants , who have made a lot of investment in political parties by favouring them from time to time, now feel it's time to cash their investments but it may not be that simple for them. In 1996 two senior officers had filed a public interest litigation ,in the Supreme Court to direct the Government of India to ensure the implementation of the recommendation of National Police Commission. In 1998 Government of India set up a Rebeiro Committee in compliance to the direction of Supreme Court for recommending the procedure for appointment of police Chiefs'(DGPs'), Rebeiro committees' recommendations are as follows; DGP shall be appointed by the Chief Minister from the panel of three officers recommended in the order (of seniority ) prepared by selection committee comprising of Chairman of Union Public Service Commission, Union Home Secretary Director of Intelligence Bureau State Chief Secretary, incumbent DGP. The selection committee may consult Central Vigilance Commission before drawing the panel. |
