BJP-PDP to face real test during ULB polls

Jammu, Apr 1 : If the PDP-BJP coalition Government is to be finally formed on April 4,the elections to the Urban Local Bodies (ULB) and Panchayats would be a major test for the coalition Government.
It would test whether the PDP has suffered erosion in its vote bank in the Kashmir valley and that of the BJP's vote bank in the region of Jammu has been weakened.In case these elections are to be held somewhere in May-June in various phases the new coalition Government would be held responsible in case there is some major law and order problem.The PDP and the BJP coalition Government has to ensure that these elections were free and fair.
The Urban Local Bodies (ULB) and Panchayat polls are likely to be held in May and June this year while by-polls for Anantnag assembly seat and South Kashmir Parliament constituency will also be held within next few months. Chief Election Officer (CEO) Jammu and Kashmir Shantmanu has said that 2016 would be a busy year for the election commission as polls for ULB, Panchayats, by-poll for Anantnag assembly seat and South Kashmir Parliament constituency are to be held during the current year.
"Though we have to wait for the elected government to fix dates for holding Panchayat and ULB polls but by-elections for the Anantnag Assembly segment is to be held within period of six months after the seat fell vacant following the death of former Chief Minister Mufti Sayeed on January 7 this year," he said.
Since the PDP has to field its candidates in the Anantnag Assembly segments which is vacant after the demise of Mufti Mohd.Sayeed and by-poll was to be held in the Anantnag Lok Sabha constituency it would be a major test for the popularity of the PDP in general and Mehbooba in particular.
Now that Mehbooba,after being elected as Chief Minister,has to resign from the Lok Sabha seat and get elected either to the Assembly or to the Legislative Council within six months of her oath taking ceremony will she opt for the Assembly seats or the upper House seats ?
If she contests the Assembly seat from Anantnag,which had given the mandate to Mufti Mohd.Sayeed,in 2014 the win will establish her political standing but if she loses she will suffer political loss.
